P21-B cash transfer doleout, imposibleng maipatupad

BABAWASAN  ni Sen. Edgardo Angara ang P21-bilyon conditional cash transfer (CCT) program ni Social Welfare  Secretary Dinky Soliman.

Samantala, dalawa pang senador ang naglalarawan sa programa bilang umano’y “doleout” lamang.

Sinabi ni Angara na hindi makakayanan ng Department of Social Welfare and Development (DSWD) na maipamahagi ang naturang pondo sa loob ng isang taon dahil mangangailangan ng karagdagang 3,000 social worker na magpapatupad sa programa.

“That takes time and kung P21 billion that’s mean almost P1.8 billion a month,” sabi ni Angara.

Dagdag pa niya: “That’s a lot of money and a lot of warm bodies because
they have to provide 2.3 million families.”

“On average, siguro Filipino family is times five or six.  So para hindi masira ang reputation and integrity nitong program and I believe in this program. It can be an effective poverty fighter, kailangan manageable ang amount,” paliwanag ni Angara.

Kaugnay nito, lantaran nang pinapalagan ng  dalawa pang senador ang anti-poverty program ng administrasyong Aquino, tulad ng CCT.
