P400M intel funds ni P-Noy ipinabibisto

NAIS  ni Sen. Franklin Drilon na ilantad ng Palasyo ang umano’y mahigit P400 milyong intelligence at confidential funds ni Pangulong Benigno Aquino III sa halip na gawing lump sum item sa General Appropriation Bill (GAB).

Bagama’t natuklasan ni Drilon na binawasan ng Office of the President (OP) ang confidential at intelligence funds ni P-Noy na mula sa dating P650 milyon tungo sa P400 milyon, kailangan ipamahagi ang naturang pondo sa regular items ng badyet.

“The government should take a look and revisit the use of intelligence funds to reprogram it to line functions which will be opened to a regular audit, rather than under the lump sum of confidential funds,” ayon kay Drilon, chairman of the Senate Finance Committee.

“With this, we can properly monitor if the intelligence funds were actually used for security purposes,” dagdag niya.

Ayon sa senador, natuklasan sa panukala na isinumite ng OP sa Kongreso, P150 milyon ang mapupunta sa OP proper at P500 milyon ang mapupunta naman sa Presidential Anti-Organized Crime Task Force (PAOCTF).

Sa inisyatiba ni Drilon, kinaltasan ang OP ng P50 milyon at hiwalay na P250 milyon mula sa intelligence fund ng PAOCTF saka inilagay sa ibang programa sa ilalim ng OP.

“We need to put intelligence funds as regular items so that the accounting and auditing of those funds will no longer be in the nature of intelligence funds but as an ordinary item of expense where it will be liquidated in accordance with the government auditing code,” ayon kay Drilon.

Inaayawan ni Drilon ang paglalaan ng intelligence at confidential funds sa tanggapang sibilya dahil may kanya-kanya nang katulad na badyet ang  Armed Forces of the Philippines, Philippine National Police at ang National Bureau of Investigation na siyang dapat kumilos sa intelligence activities.

“As part of the review of the 2011 outlay, we uncovered that part of the misuse of intelligence funds during the Arroyo administration was “liquidation by certification,” wherein the head of a particular agency or state firm has the sole jurisdiction of how the money would be spent,” aniya.

May nakalaang P1.380 bilyon sa 2010 national budget bilang intelligence funds, habang ipinanukala naman sa 2011 budget ang halagang P1.425 bilyon bilang intelligence funds. Hindi kabilang dito ang inilaang intelligence funds sa local government units at corporate operating budget ng GOCCs.

“We want an entire picture of how much would be the intelligence fund of the entire government structure because we suspect that this is being abused… This has been abused so that everybody now under the rubric of an intelligence fund would be allowed to liquidate this by mere certification,” giit ni Drilon.
