Solon: “Angelo Reyes naghahanap ng kakampi!”
BAYAN MUNA Rep. Neri Javier Colmenares lambasted former Armed Forces of the Philippines Chief of Staff Gen. Angelo Reyes for now filing charges against Senator Jose “Jinggoy” Estrada and former Army colonel George Rabusa, who made revelations about alleged corruption in the military in a Senate probe last week.
“It seems that Gen. Reyes is trying to find allies by going straight to Ombudsman Merceditas Gutierrez, who is herself being impeached for protecting corrupt officials of the Arroyo administration. But this should not be the case, if indeed Reyes wants to clear his name, then he should testify and include all those involved in corruption in the Arroyo administration,” added the solon.
“It is for this reason that we filed the House Bill 132 or the “Whistle blower Act” to support the people’s efforts to rid the government of corruption by setting up a-system of rewards and protection for whistle blowers and their families.This will help insulate the likes of Col. George Rabusa from threats and harassment. We urge Congress to immediately pass the Whistle blower Act,”
“There is a lack of a legal framework for rewards, protection and security to whistle blowers which has resulted in their minimal protection from probable retaliation, trial by publicity, outright miscarriage of justice or summary execution. This being the case, corrupt government officials and employees are emboldened to engage in nefarious activities as they feel little fear of exposure or being caught and brought to justice. Meanwhile, potential whistle blowers are discouraged, demoralized and dissuaded because they anticipate nothing but hardship when evaluating the effect of any disclosure. Such circumstances aggravate the worsening condition of graft and corruption in the country,” said the lawmaker.
“As can be seen what Gen. Reyes is doing is a textbook example of discouraging whistle blowers and can only be prevented by the immediate passing of HB 132. What is worse though is that Reyes even had the guts to represent drivers in the party list system as a 1-Utak nominee. We are calling on others with information on the matter to also come out, give evidence and testify, so that military corruption will be curbed” said Colmenares.
