Iligal koleksyon sa Sorsogon tuloy pa rin

IT USHERS a sigh of relief to learn that the municipal government of Pilar, Sorsogon has partly heeded our call to stop its illegal exaction from seafarers in its port.

Ilang beses ding tinuligsa ng espasyong ito ang iligal na “ARRIVAL/DEPARTURE FEE” na kinokolekta sa daungan/pantalan ng Pilar. P5, mga Bok, kada pasahero na parating/paalis ng nabanggit na port ang kinokolekta araw-araw, sa loob ng mahigit 30 taon. Halos kasabay nga ng pag upo ni Hosni Mubarak bilang diktador ng bansang Ehipto.

Nakatutuwang isipin na nang pinababa na si Mubarak ng militar ng Ehipto in a bloodless coup noong February 11, 2011, after relentless pressure by the “youth and informed sectors” of Egypt, ay natigil din PARTIALLY ang “highway robbery” ng LGU-Pilar sa mga pasaherong dagat na nagagawi sa kanilang lugar.

Ang masaklap nga lang ay ito. Ang tinigil na koleksiyon ay ang arrival fee lamang. Patuloy pa rin ang koleksiyon ng DEPARTURE FEE at ginawa pa ngang P15.00 kada pasahero, ng Sangguniang Bayan ng Pilar.

Dapat patuloy na tutulan/tuligsain/labanan ng mga apektadong sektor – tulad ng mga estudyante at negosyante – ang arbitraryong arrival fee KOTONG na ito sa Pilar.

Uulitin na naman natin na ang pagtatatag at pagmamantina ng isang daungan/port kada coastal MUNICIPALITY ay mandated responsibility nito.

It should be covered by appropriate annual budget by the LGU concerned which ought not, thru illegal exaction in whatever guise, DISTURB the affected sectors in the funding thereof.

Such responsibility is unequivocably spelled out in Section 17 (b) (2) (viii) of RA 7160 or the Local Government Code of 1991.

Of course, the other kink that bedevils the operation of the Pilar port is that until now it has not been satisfactorily explained why the Pilar Municipal Government is using this FISH PORT (yes, that’s what Pilar port originally is) as passenger or common carrier sea vessel embarkation/disembarkation point.

It is amazing that NO ONE has ever raised this issue in any judicial/quasijudicial forum. Kaya naman sinasakyan na lang ng lokal na pamahalaan ng Pilar ang sitwasyon.  Wala nga namang may kaya/balls na tumutol – and every-one’s objection is always frozen in muted silence.

Ang pera nga namang nalilikom from this illegal exaction in the port of Pilar has been a steady source of extra income  for the ‘bossings’ in its municipal government, at ng “for the boys” ng mga alipores nila.-Alex Almario
