Whistle-blower Act pinamamadali
MAY basehan ang takot ng mga testigo sa kaso ni dating AFP Comptroller Gen. Carlos Garcia na sina dating COA Auditor Heidi Mendoza at Col. George Rabusa.
Dahil dito, nanawagan si Bayan Muna Rep. Neri Colmenares sa mga kasamahang mambabatas na suportahan at agad na isabatas ang Whistle-blower Act.
“The fears of Heidi Mendoza and Col. George Rabusa are not unfounded considering that other witnesses who surfaced against other anomalies under the Arroyo administration have been killed or abducted. The witnesses who testified on the P728 fertilizer fund scam, like Marlene Esperarat, Nilo Arado and Perla Rodriguez are either abducted or have been killed. Others like Boy Mayor, who testified on the investigations on jueteng has also been killed.”
Ito aniya ang dahilan kung bakit isinulong ni Colmenares ang House Bill 132 o “Whistleblower Act” bilang suporta sa mga testigo na maglalakas loob upang isiwalat ang katiwalian sa gobyerno.
“We urge Congress to immediately pass the Whistle-blower Act. There is a lack of a legal framework for rewards, protection and security to whistle-blowers which has resulted in their minimal protection from probable retaliation, trial by publicity, outright miscarriage of justice or summary execution.” Meliza Maluntag
