Nakumpiskang wang-wang ipinabibigay sa NDRRMC

INATASAN ng isang senador ang Philippine National Police (PNP) na ibigay kaagad sa National Disaster Risk Reduction and Management Council (NDRRMC) ang lahat ng nakumpiskang wang-wang, sirena at iba pang gadget sa sasakyan sa kanilang kampanyang ipagbawal ito matapos maupo si Pangulong Benigno Aquino III.

Sa kanyang liham, sinabi ni Sen. Loren Legarda kay PNP chief Director General Raul Bacalzo na mas makabubuting ibigay na lamang NDRRMC ang mga nasabing kagamitan upang magamit ng mga opisyal ng mga barangay na nasa delikadong lugar.

“May I recommend that all sirens, bells , horns, whistles and similar gadgets that emit exceptionally loud or startling sounds, including dome lights and other similar signaling or flashing devices attached to motor vehicles and used on highways, (that were) confiscated be donated to the NDRRMC,” ani Legarda.

Ayon kay Legarda, hindi na kailangan ang hi-tech na kagamitan upang magbigay-babala sa mga mamamayan hinggil sa napipintong kalamidad o kagipitan, partikular sa mga lugar na palaging nawawalan ng suplay ng kuryente.

“An effective warning and communication device is that which we can use and access anytime. With the advent of technology, we can use our mobile phones or the internet to communicate, but these gadgets are useless without electricity or with damaged cell sites,” paliwanag niya.

“In Bangladesh, people use red flags and local notices given by roving volunteers to warn citizens of an impending disaster,” dagdag ng senador.

Aniya, puwede din umanong lumikha ng koda ang mga opisyal ng barangay sa pamamagitan ng pito na may kanya-kanyang pakahulugan na siyang magagamit ng mamamayan sa paghahanda sa anumang kalamidad.

“Disaster preparedness, which includes the establishment of an early warning system, is essential to minimize loss of lives and property damages when hazards strike. Such system would be effective and efficient only if it is embedded in our communities—meaning, in each of the 42,000 barangays in our country,” ayon sa senadora.

Aniya pa: “We have to put this in place immediately. We have no time to lose. A simple blow on a whistle can catch people’s attention, and this device could be just the right thing we can use to avert disasters.”  Ernie Reyes
