‘Pabaon’ na kinukulimbat kinumpirma ng saksi
KINUMPIRMA ng isang panibagong testigo sa isinasagawang imbestigasyon ng Senate Blue Ribbon Committee, Lunes ng hapon, ang “pabaon” sa Armed Forces of the Philippines (AFP).
Sa kanyang nilagdaan at sinumpaang affidavit, sinabi ni Perla Valerio, dating budget officer ng AFP na nanggagaling sa pampasuweldo ng sundalo o personnel services at sa Maintenance and Other Operating Expenses (MOEE) ang slush funds ng tanggapan ng chief of staff.
Aniya, kumukuha ang kanilang tanggapan ng slush funds na siyang ginagamit sa “pasalubong, payola at pabaon system sa AFP mula sa pondo ng buong organisasyon ng militar na pinagsasama-sama bilang bahagi ng Provisions for Command Directives Activities (PCDA).
“Isusumite ito ng J6 sa chief of staff ng AFP para aprubahan at ipatupad,” ayon kay Valerio.
Sa PCDA kumukuha ang J6, o tanggapan ng AFP comptroller para ibigay sa chief of staff bilang pasalubong, buwanang payola at pabaon kapag nagretiro ang naturang opisyal sa tungkulin, ang ibinulgar noon ni Col. George Rebusa.
“In addition to my duties as budget officer, I prepared the Allotment Advice release to the units. My responsibility of preparing the Allotment Advice emanates from the instructions, verbal or written, given by my boss, then Col. George Rebusa, who was the chief budget division, J6 from January 2000 up to July 15, 2002. This Allotment Advice is an authority to obligate the release of funds,” pahayag ni Valerio.
Inihayag pa ni Valerio, na inaatasan siya ni Rabusa na gumawa ng kaukulang Allotment Advice na siyang ipamimigay naman sa kinauukulang yunit at siyang ring ibinabalik o tinaguriang RTS (return to sender) na siyang pinagsasama-sama bilang slush funds ng tanggapan ng chief of staff.
“ I would source the funds either from Personnel Services (PS) or Maintenance and Other Operating Expenses (MOEE),” aniya.
“After making the Allotment Advice, I would forward it to Col. Rebusa and he or the J6, who was Gen. Ligot from October 1999 to March 2001, and subsequently, Gen. Garcia, would sign said releases. After it has been signed either of them, I would then record the said releases in the books which I kept at that time. Afterwards, the Allotment Advice would be ready for pick-up by the unit concerned,” paliwanag pa niya.
Kinumpirma din ni Valerio ang conversion ng pondo sa AFP partikular ang Operation Programmed Budget (OPB) na siyang nagsisilbing bibliya sa pagpapatupad ng lahat ng proyekto, programa at aktibidad ng buong AFP.
“The PCDA was intended for the Chief of Staff of the Armed Forces of the Philippines (AFP), the Office of the Chief of Staff, as well as for the other units of the AFP, I learned that this fund came from contributions from the J6s of the AFP,” paliwanag pa ni Valerio. Ernie Reyes
