Rules sa impeachment, dapat amiyendahan -Kiko

NAIS amiyendahin ni Sen. Francis “Kiko” Pangilinan ang ipaiiral na Rules of Procedures na gagamitin sa paglilitis ng anim na Articles of Impeachment na inihain laban kay Ombudsman Merceditas Gutierrez.

Ngayong Huwebes, Marso 31, inihain ni Pangilinan ang Senate Resolution No. 441 upang payagan ang mga senador na kaagad bumoto kung nasustenahan o hindi ang impeachment sakaling makumpleto ang presentasyon ng ebidensiya at argument sa isang article of impeachment.

Aniya, sakaling hindi masustenahan ang botong 2/3 na bilang ng mga miyembro ng Senado, dapat ipagpatuloy ang presentasyon ng ebidensiya sa susunod na Article of Impeachment.

Layunin ng panukala ni Pangilinan na pabilisin ang paglilitis kay Gutierrez upang episiyenteng magamit ang oras at yaman ng Senado.

“Based on the records of previous impeachment trial, it took the Senate nearly three months to cover two of the four articles. With six articles, it is possible that the trial could drag on for a year,” giit ni Pangilinan.

Alinsunod sa Rules of Impeachment, “In the event that the prosecutors from the House of Representatives prove the case against Ombudsman Gutierrez in only one of the six articles, she will be formally removed from public office.”

“Therefore, the Senate need not vote on all six articles of impeachment. If the Ombudsman has been convicted of one of the articles, the Senate may decide that subsequent votes on the remaining articles are unnecessary,” giit ni Pangilinan. Ernie Reyes
