Tutol sa pagpapaliban ng ARMM elections dumarami

MAGMIMISTULANG diktador na si Pangulong Benigno “PNoy” Aquino kapag natuloy ang pagpapaliban sa eleksyon sa Autonomous Region in Muslim Mindanao (ARMM) at pagtatalaga niya sa mga bagong uupong officers-in-charge (OICs).

Ito ang tahasang sinabi ni Bayan Muna Rep. Teddy Casino kasabay ng pagpapahayag niya ng mahigpit na pagtutol dahil ito ay malaking paglabag sa Organic Act ng ARMM.

“It will violate the ARMM Organic Law and give PNoy dictatorial powers to appoint OIC in the region. Any amendment to the Organic Law requires the votes of 2/3 of all members of Congress and must also be approved by the people of ARMM in a plebescite,” ayon kay Casino.

“It would set a very bad precedent as it would violate the right of Muslim  Filipinos to elect their own leaders.”

Sa panig naman ni House Minority Leader Edcel Lagman ay iniisa-isa niya na nakasaad sa Organic Law ang “Periodic and regular elections; Holdover of incumbent ARMM officials until their successors are elected and qualified.”

Maging ang kapangyarihan aniya ng isang pangulo ng bansa sa ARMM ay limitado lamang sa “general supervision, which is stipulated both in the 1987 Constitution and the Organic Act.”

Nakapaloob din na anumang pagbabago sa Organic Act ay dapat aprubahan ng “extraordinary majority of two-thirds vote of all members of the House of Representatives and the Senate voting separately.”

Dahil dito, muling iginiit ng minorya na ibasura ang House Bill No. 4146 dahil binabalewala nito ang mga probisyong nakapaloob sa Organic Act ng ARMM.
