Mabagal na tax refund ng BIR iimbestigahan

NAIS paimbestigahan ni Sen. Antonio Trillanes IV sa Senate Committee on finance ang mga reklamo laban sa Bureau of Internal Revenue (BIR) hinggil sa sobrang bagal na proseso sa pagbibigay ng tax refund.

Isang resolusyon ang inihain ni Trillanes na naglalayong malaman ang dapat na pagtugon sa mga puwang sa mga patakaran ng BIR na may kaugnayan sa tax refund.

“The process of claiming tax refund could take several months just for a revenue officer to be assigned to process the claim,” ani Trillanes.

Ipinaliwanag ni Trillanes na matapos ang napakaraming pagsusuri at dokumentasyon, ang taxpayer ay kinakailangan pang sumailalim sa tinatawag na tax audit, isang proseso na madalas ay nauuwi pa sa paghain ng tax deficiency laban sa claimant.

“Instead of refunding the claims, the taxpayer is required to pay the tax deficiency before receiving the tax refund or tax credit,” ayon kay Trillanes.

Tinukoy ng senador ang napakaraming reklamo, na karamihan ay mula sa mga sundalo at sibilyan, lalo na at nag-i-issue lamang ng Tax Credit Certificates (TCCs) ang BIR imbes na bayaran ng cash ang refund.

“This fact perpetually affects the morale of the Filipino soldiers and civilians, in general, because they feel that they are being ‘cheated’ and shortchanged by the government when it comes to money the government actually owes them,” ani Trillanes.

“We should balance the state’s interest of maintaining its lifeblood through taxes against the contravening interest of our taxpayers claiming refund. In doing so, we must put into consideration the values of fairness and justice,” idinagdag pa ng senador.
