Pondo ng PCSO na inilipat sa intelligence funds ni GMA, pinasisiyasat

PINAIIMBESTIGAHAN ni Bayan Muna Rep. Neri Colmenares sa Kamara ang maanomalyang paglilipat ng may P7.2 bilyong pondo ng Philippine Charity Sweepstakes Office (PCSO) sa intelligence funds ni dating pangulo at ngayon ay Pampanga Rep. Gloria Macapagal-Arroyo.

Ani Colmenares naganap ang kwestyunableng paglilipat ng naturang pondo mula 2001 hanggang 2010.

Tinukoy pa ng mambabatas na kamakailan ay kinasuhan ang PCSO official na si Dir. Manuel Garcia dahil sa paghingi nito ng 40 porsiyentong komisyon mula sa advertising agencies na nabibigyan ng kontrata ng PCSO.

“How much of the charity fund was malversed to pay expensive media advertising, overpriced contracts and perks of the PCSO board?  Why were PCSO board members given the control of disposing millions in PR fund? This is irregular,” giit ni Colmenares.

Inamin din ng dating PCSO chairman na may nakalaan sanang P25 milyong PR fund sa kaniyang tanggapan ngunit hindi ito nagalaw.

“Under Republic Act 1169, 30% of the gross receipts of PCSO shall be devoted to the charity fund while 55% goes to prizes and 15% is allotted for operations. Savings from the operation fund must be remitted to the charity fund. By bloating the PR fund beyond the 15% operation fund, PCSO essentially diverted funds intended for charity.”

Ibinunyag pa ni Colmenares ang isang liham mula kay PCSO General Manager Rosario Uriarte na inaprubahan ni dating Pangulong Arroyo na may petsang January 4, 2010, o bago ang 2010 presidential elections na humihingi ng pahintulot na mailipat ang may 50 porsiyento o P150 milyong PR fund sa “intelligence funds.”

“The Congress must also investigate if the President has the authority to realign these funds especially just before the elections and where these funds went.”
