Abad naalibadbaran sa banat ni Gloria

“HELLO?”

Ito ang tugon ni Budget Secretary Florencio B. Abad nang sabihin ng Arroyo administration na stable economy ang tinurn-over sa Aquino administration.

“It is amusing and at the same time galling for Congresswoman Gloria Macapagal Arroyo to lecture President Noynoy Aquino about building on the gains of her government. The first question that comes to mind is what gains? The people’s gains or her gains?” ayon sa kalihim. “Prudent expenditure took a back seat to political survival and political patronage during the previous administration.”

Sa kaso aniya ng National Food Authority (NFA), sinabi ng kalihim na ang obligasyon nito ay P18 billion noong  2001 subalit nang iwanan na aniya ni Mrs. Arroyo  ang pamahalaan ay may standing loan ang NFA na P176.8 billion.

“P123 billion of that was incurred in just two and a half years, from 2008 to 2010. In those years, we overbought way beyond what we needed and at prices way above world prices,” ayon kay Abad.

Sinabi pa rin nito na nang ikasa ng Pangulong Aquino ang reporma sa NFA ay naging sapat na ang suplay ng bigas, naging maayos na ang tinatawag na food staples self-sufficiency program.

“The previous administration left us with our largest projected fiscal deficit to date of P325 billion or 3.9 percent of gross domestic product. Is she saying that is sustainable?” aniya pa rin.

Natatandaan pa rin niya na nang mag-take over na ang Aquino government noong Hulyo ng nakaraang taon ay mahigit 60 porsiyento ng P1.541-trillion national budget ng 2010 ay nagastos na ng Arroyo administration at ang natirang 40 porsiyento ang ginamit upang makasalba ang unang semestre ng Aquino government.

“In other words, the previous administration violated its own veto message,” anito.

Isiniwalat din ni Abad na maging ang Calamity Fund noong 2010 ay kailangan ding tapalan ng pondo ng Aquino government dahil ginamit ng Arroyo administration ang mahigit sa 70 porsiyento ng P2 billion fund sa first half bago pa man pumasok ang typhoon season.

Ang pinakamalala pa aniya ay ang P105 million ng pondo na napunta sa distrito ni Mrs. Arroyo na kung tutuusin aniya ay mas maraming lalawigan ang nangangailangan ng pondong ito.

“With prudent spending the Aquino administration reduced the deficit to 3.5 percent of GDP at the end of 2010, even registering surpluses in August and November, while able to adequately provide for basic services like increasing the conditional cash transfer beneficiaries to a million and augmenting the calamity fund by P1.75 billion. Nobody home? Of course! We’ve left the old neighborhood. We live in a new neighborhood now where decency, transparency and accountability reign,” aniya pa rin. Kris Jose
