P105-M helicopter na binili ng PNP kinuwestyon

KAKALKALIN ng Senate Blue Ribbon Committee ang maanomalyang pagbili ng Philippine National Police ng Light Operational Helicopter noong 2009 na nagkakahalaga ng P105 milyon, base sa Senate Resolution No. 518 na inihain kamakailan.

Kapwa inihain nina Sen. Panfilo Lacson at Sen. Teofisto Guingona III ang resolusyon na naglalayong tukuyin kung may paglabag ang naturang transaksiyon sa Anti-Graft and Corrupt Practices Act at madetermina rin kung sinong opisyal ang sangkot at makalikha ng pamamaraan upang mapalakas ang batas at procurement process sa PNP.

Sinabi nina Lacson at Guingona na nagsagawa ng negosasyon ang PNP Negotiation Committee noong Mayo 8, 2009 sa Manila Aerospace Products Trading Corporation (MAPTRA) na nag-alok na maghahatid ng equipped LPOH at dalawa pang LPOH sa halagang  P105 million alinsunod sa pangangailangan ng SAF sa naturang kagamitan.

Ngunit, noong Hulyo 9, 2009, inirekomenda ng Negotiation Committee sa pamamagitan ng Resolution No. 2009-04 na ibigay ang kontrata sa MAPTRA na ayon sa PNP ay isang kompanya na pawang   “legally, technically and financially capable supplier of helicopters that have been engaged in the business for so may year and with available and existing facilities.”

Pagkatapos nito, inaprubahan naman ni Police Director General Jesus Verzosa noong Hulyo 23, 2009 ang Supply Contract sa pagitan ng PNP at MAPTRA para sa pagbili ng tatlong bagong helicopter na may kabuuang halagang P104,985,000 kasama ang lahat ng buwis, import duties at bayarin.

“Contrary to the findings of the Negotiation Committee that MAPTRA has been engaged in the business for many years, the Securities and Exchange Commission records state that M{ATRA was only give3n its certificate of incorporation on June 10, 2009,” pagbubulgar ng resolusyon.

“Of the three “brand new” units bought by the PNP, the two Robinson R44 Raven I Helicopters were not brand new but pre-owned, bought and delivered to the first owner sometimes in March 2004 as attested by existing flight logs on the date of the purchase by the PNP,” ayon sa dalawang awtor.

Naniniwala sina Lacson at Guingona na may intensiyon na palabasin na bago ang helicopter at manloko na bago ang helicopter at tinanggap naman kaya’t pumaloob ang PNP at MAPTRA sa isang maanomalyang transaksiyon na nadehado ang pamahalaan.
