Ampatuans kakasuhan din ng plunder

BUKOD sa kinahaharap ng multiple murder na dinidinig ngayon ng korte, panibagong parusang pagkakakulong ng habambuhay ang naghihintay sa pamilya Ampatuan na lumustay ng bilyong halaga ng pondo sa Autonomous Region in Muslim Mindanao (ARMM).

Sa kanyang press briefings ngayong araw, sinabi ni Sen. Franklin Drilon na lubhang nakakalula ang nilulustay na pondo ng Ampatuan partikular si dating ARMM Gov. Zaldy Ampatuan na gumagastos ng pera na tila walang kinabukasan.

“The COA finding is indeed mind-boggling in terms of the corruption and this corruption took place because the previous administration under the GMA tolerated the Ampatuans in Maguindanao and the COA reports are mind-boggling,” ayon kay Drilon.

Ayon kay Drilon, ngayon lamang niya nakita ang COA report hinggil sa budget ng ARMM sa loob ng 12 taon niyang panunungkulan bilang senador na palagi nitong hinahanap sa tuwing may budget hearing.

Ibinigay na halimbawa ni Drilon ang nakakalulang korapsiyon sa ARMM ang budget ng DPWH-ARMM na nagkakahalagang P1.486 bilyon sa public works project na ikinukonsiderang maanomalya.

Bukod pa rito ang pag-cash advance ng Ampatuan ng halagang daang milyon na hindi pa natutukoy kung saan napunta.

“Just to quote the COA report only on ARMM-DPWH: ‘Payments amounting to P1.123 billion to 100 suppliers and contractors were not either supported with documents that the be considered as spurious,’” ayon kay Drilon.

“Also they (Ampatuans) are withdrawing cash as if there was no tomorrow. Cash advances amounting hundreds million of pesos was being done in one day. As a rule, payment must be made by check,” dagdag ng senador.

Tinukoy pa ni Drilon ang partikular na kaso ng ARMM mula Enero hanggang Septembre 2009 na may kabuuang P1.682 bilyon na cash advances.

“In one day, these checks are encashed amounting to P98.25 million,” aniya.

Sinabi ni Drilon na lubhang nakakapagduda ang cash advances dahil natuklasan ng COA na hindi uubra na magkaroon ng ganitong transaksiyon dahil nasa iba’t-ibang munisipyo at lalawigan ang mga payee ng tseke.

“No public biddings were conducted by the national government. Again, transactions amounting to P855.8 million maybe considered as fictitious as there were denied by their suppliers,” giit pa ni Drilon.

“For example, a procurement of fuel from Shell Cotabato service station and Sheriff Aguak Petron station amounting to P28.2 million was considered fictitious because for example, P5 million was never received by the payor and the check were converted into cash because they were in the name of Datu Akman Amptuan Sr. and Islam Uy Amaptuan as co-payee,” paliwanag ng senador.

“Talagang nakakalula ang katiwalian na nakita natin sa sa nakaraang adinistation ng mga Ampatuans at ito ay pinabayaan ng dating administrasyon,” patapos ni Drilon. Ernie Reyes
