GPH peace panel chief sagabal sa peace talks – Selda

MATINDING binatikos ng Samahan ng Ex-Detainees Laban sa Detensyon at Aresto (Selda) ang pahayag ni Atty. Alex Padilla, chairperson ng Negotiating Panel ng Government of the Philippines na hindi na ipinaiiral ang Joint Agreement on Safety and Immunity Guarantees (JASIG) na siyang nagsisilbing sagabal sa peace talks.

Ayon sa grupo, hindi makatuwiran ang deklarasyon ni Padilla na siyang matinding humaharang sa pagpapatuloy na usapang pangkapayapaan ng National Democratic Front of the Philippines at GPH at ang pagpapalaya sa lahat ng political prisoner.

“We have watched with fervor the developments of the peacetalks between the GPH and NDFP because we know the issue of political prisoners is high in the agenda of the peace process. Declaring the JASIG inoperative stalls the peace talks and it becomes the signal for the military, police and militarists in the Aquino government to do exactly what the Arroyo regime had done, that is the continued incarceration and violation of the rights of political prisoners,” ayon kay Angie Ipong, Secretary General ng Selda.

Aprubado ng pamahalaan ang JASIG partikular ni dating Pangulong Fidel V. Ramos at Mariano Orosa noong Abril 25, 1995 at Abril 10, 1995 sa naganap na usapang pangkapayapaan ng GPH at NDFP.

Maaari lamang itong lusawin sa pamamagitan ng written notice ng alinman sa principal. Binibigyan nito ng proteksiyon ang lahat ng sangkot sa negosasyon sa kapayapaan ng GPH at NDF bilang negosyador, consultant, staff, researchers, sa magkabilang panig.

Ngunit, sa kasalukuyan, ayon sa Selda, mayroong 17 JASIG protected person ang nakakulong na dapat palayain kaagad sa ilalim ng termino ng JASIG at 2011 Oslo Statements.

Sinabi pa ni Ipong na isang malakas na indikasyon ang deklarasyon ni Padilla na umiiwas ang gobyerno at sa administrasyong Aquino upang tugunan ang panawagan na palayain ang political prisoners.

Iginiit pa ni Ipon na alinsunod sa naitala ng Karapatan, umaabot sa 341 political prisoner nitong Agosto 12, 2011, karamihan ay iligal na inaresto, ikinulong, tinortyur at kinasuhan ng fabricated at kasong kriminal sa panahon ng administrasyon ni Pampanga Rep. Gloria Macapagal-Arroyo.

“Some are already old and sick suffering from all kinds of ailments. There are 11 elderly and sick prisoners, 28 prisoners with all kinds of ailments and 27 women prisoners. Many have been in prison for many years. They are not supposed to languish in jail for crimes they did not even commit,” paliwanag niya.

Tinukoy pa ni Ipon ang kaso ni Zaldy Canete na nakadetine sa Compostela Valley Provincial Jail na kailangan operahan sa colostomy, ngunit dinala lamang sa isang pagamutang pang-militar sa Camp Panacan matapos arestuhin.

“We in SELDA reiterate our call to the Pres. Aquino to continue the peace talks and adhere to agreements that had been forged. We also call on him to immediately release the political prisoners, including the sickly among them, through a general, unconditional and omnibus amnesty for all political prisoners,” patapos ni Ipong.
