FG, 26 iba pa kinasuhan sa chopper scam

KINASUHAN na ngayon (Biyernes, Setyembre 2) ng plunder ng Criminal Investigation and Detection Group (CIDG) sa Ombudsman si dating First Gentleman Miguel “Mike” Arroyo at 26 iba pa hinggil sa maanomalyang bentahan ng helicopter sa Philippine National Police.

Sa asuntong inihain ni Police Supt. Edgar Cabrera Danao, hepe ng Anti-Fraud and Commercial Crimes Division ng PNP-CIDG, sa Ombudsman, kasong pandarambong ang iniharap kina Arroyo partikular na ang paglabag sa RA 9184, RA 3019, Articles 171, 172 at 208 ng Revised Penal Code.

Kasama sa mga kinasuhan ay sina former PNP chief Jesus Verzosa at former Interior Secretary Ronaldo Puno.

Sabit din sa kaso ang mga retiradong opsiyal ng PNP na sina former PNP deputy chief PNP for operations Jefferson Soriano; Former director for comptrollership Romeo Hilomen; Former director for logistics Luizo Ticman at Former director for Research Division Ronald Roderos.

Ang mga kinasuhan naman na nasa aktibo pang serbisyo ay sina Police Director Leocadio Santiago Jr., Police Director George Piano, Police Chief Superintendent Herold Ubalde at Police Senior Superintendent Lurimen Detran.

Dawit din ang mga private citizen na sina Former National Police Commission Staff Service, chief of installation and logistic service Conrado Sumanga, Jr., Hilario de Vera, president of Manila Aerospace Products Trading Inc. (MAPTRA), LionAir Inc. president Archibald Po at Asian Spirit Inc. director Renato Sia.

Ayon kay CIDG Director Samuel D. Pagdilao Jr., ang ibang police officer ay kinasuhan ng Violation of the Anti-Graft and Corrupt Practices Act bilang mga miyembro ng Bids and Awards Committee at bilang parte ng team na nagne-negotiate sa acquisition ng helicopters. Sila ay sina Police Chief Superintendent Luis Saligumba, Police Senior Superintendent Job Nolan Antonio, Police Senior Superintendent Edgar Pataan, Police Senior Superintendent Crisostomo Garcia, Police Senior Superintendent Mansue Lukban, Police Superintendent Ermilando Villafuerte, Police Superintendent Henry Duque, retired Police Superintendent Claudo Gaspar na dating naka-assign sa Air Unit ng PNP-Special Action Force (SAF), retired Police Superintendent Larry Balmaceda, na dati ring nakatalaga sa Air Unit of SAF at Police Chief Inspector Maria Josefina Recometa

Sinabi ni Pagdilao na base sa imbestigasyon ng CIDG, may iregularidad sa transaksyon ng pagbili ng helicopter.

“The specification issued by the PNP then was tailored-fit to qualify no other helicopter except the Raven 1 of MAPTRA. They were sold at a price too expensive even for a brand new Raven 1 helicopter, which only costs P15 million,” sabi ni Padilao.

Sinabi rin ng CIDG na luma at second-hand ang dalawang chopper at hindi brand new.
