PNoy kinalampag sa flood maps ng Pinas

KINALAMPAG ng isang senador ang administrasyong Aquino na kaagad kumpletuhin ang comprehenvise flood risk maps at vulnerability analyses hangga’t maaga pa at makapaghanda sa mga posibleng kalamidad na darating sa bansa.

Sinabi ni Sen. Loren Legarda, chairman ng Senate committee on climate change, kailangan alam na ngayon ng buong puwersa ng pamahalaan ang lugar o komunidad na palaging binabaha at mapaghandaan ang pamamaraan upang makaiwas sa pinsala.

Partikular na kinalampag ni Legarda ang National Disaster Risk Reduction and Management Council (NDRRMC), ang Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) at pamahalaang lokal.

Aniya, mahalaga ang flood risk mapping at vulnerability analyses na pamuhunanan ng pamahalaan at magsilbing mahusay na basehan sa anumang flood reduction programs.

“Certainly, floods would have significant and lingering economic and social implications on the affected communities and provinces. The national and local governments should ensure that recovery and rehabilitation efforts would not rebuild the flood risk or introduce new vulnerabilities, but instead reduce them effectively and build community resilience to floods. Let us translate this flood disaster into a positive motivator for change,” giit ni Legarda.

Aniya, panahon na upang magkaroon ang bansa ng integrated flood forecasting, babala at sistemang pagtugon sa mga problemang dala ng pagbaha.

“We must have an integrated flood forecasting, warning and response system that ensures a more efficient coordination among various agencies concerned in reducing flood losses. Translating early warning into concrete local action is crucial. Any forecasts however accurate have no value if they do not reach the users and if decisions and actions are not made on time. Nothing beats thorough planning and constant preparedness at national and local levels,” patapos ni Legarda.
