Accomplishment report inilatag ng Senado

IPINAGMALAKI ni Senate President Juan Ponce Enrile ang accomplishment report nito sa pagtatapos ng 2011 dahil maraming mahahalaga at mabilisang naipasang panukala ang Mataas na Kapulungan kumpara sa nakaraang Kongreso.

Ayon kay Enrile, isa sa mahalagang legislations na naipasa ng maaga ng Senado ang General Appropriations Act for 2012 na malaking tulong sa pananalapi at ekonomiya ng Pilipinas.

Binigyang diin ng pangulo ng Senado na bunga ito ng pagiging masigasig ng kapulungan bilang kaagapay ng ehekutibo upang mapalago ang ekonomiya ng bansa.

Mahalaga rin,  ayon kay Enrile ang naganap na Legislative-Executive Development Advisory Council (LEDAC) kung saan napag-usapan ng Kongreso at Malakanyang ang mahahalagang panukalang batas sa ikauunlad ng bansa.

Nabatid na isa sa napag-usapan ang pag-amyenda ng Konstitusyon na ayon kay Enrile ay napapanahon na para rebisahin ang economic provisions ng 1987 Constitution.

Kabilang din sa mga panukalang batas na pinagtibay ng Senado na nakabimbin ngayon sa Malakanyang upang maging ganap na batas ay ang mga sumusunod;

1.       H. No. 5023 Appropriating Funds for the Operation of the Government of the Republic of the Philippines from January One to December Thirty-One, Two Thousand Twelve.
2.       S. No. 2869 Prescribing Fixed Terms for the Chief of Staff of the Major Service Commanders of the Armed Forces of the Philippines (AFP).
3.       S. No. 2946 Conferring Upon Members of the Sangguniang Bayan, Sangguniang Panlungsod, and Sangguniang Panlalawigan, the Appropriate Civil Service Eligibility Under Certain Circumstances

Narito naman ang panukalang batas na nakabinbin sa bicameral conference committee,

1. S. No. 2802 Recognizing the Early Years from Zero (0) to Six (6) as the First Cycle of Educational Development and for this Purpose Strengthening the Early Childhood Care and Development Council, Renaming the Day Care Center as Child Development Center

Habang narito ang bills na aprubado na sa third reading sa Senado ngunit nakabinbin sa Kamara;

1. S. No. 2486 An Act to Strengthen and Propagate Foster Care for Abused, Abandoned, Neglected and Other Children With Special Needs
2. S. No. 2811 Establishing the People’s Survival Fund
3. S. No. 2814 Prohibiting Profiling As Well As Discrimination Against Persons on Account of Ethnic or Racial Origin and/or Religious Affiliation or Belief
4. S. No. 2817 Defining and Penalizing the Crime of Enforced or Involuntary Disappearance
5. S. No. 2875 Providing for Security of Tenure For All Casual and Contractual Employees of the Government Who Have Rendered At Least Five (5) Years of Continuous Service in the Case of National Government Agencies and Ten (10) Years of Continuous Service in the Case of Local Government Units and for Other Related Purposes
6. S. No. 2941 Regulating the Practice of Geology in the Philippines
7. H. No. 3826 Institutionalizing the Kindergarten Education Into the Basic Education System

Nais naman ni Enrile na maipasa sa third and final reading sa pagbubukas ng session ang People’s Survival Fund,

“This bill, should it become a law, would allow local governments and communities to put in place climate-mitigation practices to lessen the destructive impact of natural disasters,” wika pa ni Enrile.

Kabilang din sa nakabinbin sa plenaryo ng Senado ang walang kamatayang Reproductive Health Bill.

Magbabalik ang session ng Senado sa Enero 16 kasabay na rin ng pagbubukas ng Impeachment Court para litisin si Chief Justice Renato Corona.
