PNoy kinalampag sa disaster management plan
BINATIKOS ni Sen. Loren Legarda si Pangulong Benigno “PNoy” Aquino III sa walang sawang pagpaparty nito sa Palasyo sa kabila nang pananalasa ng bagyong “Sendong” sa Mindanao at Kabisayaan.
Kinalampag na rin ng senadora ang Palasyo upang ipatupad kaagad ang National Disaster Risk Reduction and Management Plan (NDRRMP).
Ayon kay Legarda, inaatasan ng Republic Act 10121 o ang Disaster Risk Reduction and Management Act ang Executive Department na dapat makabuo ang bansa ng kumprehensibong NDRRP at ipatupad kaagad.
“With the more destructive disasters that have come before us, it is high time that the NDRRMP be immediately launched as this outlines the specific strategies to reduce disaster risks,” ayon kay Legarda.
“The NDRRMP must provide for the identification of hazards, vulnerabilities and risks to be managed at the national level; disaster risk reduction and management approaches and strategies to be applied managing said hazards and risks; agency roles, responsibilities and lines of authority at all government levels; and vertical and horizontal coordination of disaster risk reduction and management in the pre-disaster and post-disaster phases,” nakasaad sa DRRM Act.
“Kung walang national disaster prevention plan na ipinatutupad sa madaling panahon, hindi magiging handa ang mga lungsod at munisipyo at mauulit at mauulit ang pananalasa ng hindi inaasahang kalamaidad,” paliwanag ni Legarda.
Hiniling din ni Legarda sa mga local government units na tiyaking mayroon silang development plans na magiging matatag sa epekto ng tumitinding kalamidad at pagbabago ng klima.
“Climate change is a clear and present danger. It is a national security concern. Demanding immediate government action to address its impact is the very least we can do in remembrance of the Mindanao flashflood victims who would have hopefully issued a wake-up call for everyone,” giit ni Legarda.
