14. AN ACT INSTITUTING A NATIONAL LAND USE POLICY, PROVIDING THE IMPLEMENTING MECHANISMS THEREFORE, AND FOR OTHER PURPOSES

Isang mahalagang panukala ang maisaayos ang Kabuuang lupain sa bansa. Lalo na sa Kalakhang Maynila. Ang pagsasaayos ng paggamit ng lupain kung saan ang industrial, residential, commercial, agricultural at iba pang klasipikasyon ng land use ay makapagdudulot ng mas maayos na pamumuhay ng lahat.

The proposed measure seeks to institute a national land use policy in the country which shall provide for a rational, holistic, and just allocation, utilization, management and development of the Philippine’ land resources consistent with the principle of sustainable development. It intends to institutionalize land use and physical planning thru a bottom-up and top down approach as mechanisms for identifying, determining, and evaluating alternative land use and allocation patterns that promote and ensure sustainable and just management and utilization of natural resources, maintenance and preservation of environmental integrity and stability, food and energy security, protection of prime agricultural lands for food production activities and the completion of the Comprehensive Agrarian Reform Program (CARP), among others.

15. AN ACT IMPLEMENTING THE RIGHT OF THE PEOPLE TO INFORMATION ON MATTERS OF PUBLIC CONCERN GUARANTEED UNDER SECTION 11, ARTICLE THREE OF THE 1987 CONSTITUTION AND THE STATE POLICY OF FULL PUBLIC DISCLOSURE OF ALL ITS TRANSACTIONS INVOLVING PUBLIC INTEREST UNDER TWENTY-EIGHT ARTICLE TWO OF THE 1987 CONSTITUTION, AND FOR OTHER PURPOSES

Ito ang panukalang matagal nang hinihintay ng mga kapatid natin sa media.

“FREEDOM OF INFORMATION ACT OF 2010”, require government agencies to make available to the public scrutiny, copying and reproduction in the manner provided under these bills, all information pertaining to official acts, transactions or decisions, as well as government research data used as basis for policy development, regardless of their physical form or format in which they are contained and by whom they were made.

The bills’ define “information” as any knowledge, record, document, paper, report, letters, contract, minute and transcripts of official meetings maps books photograph, data, research material, film, sound and video recordings, magnetic or other tapes, electronic data, computer stored data, or any other like or similar data or material recorded, stored or archived in whatever form or format, which are made, received or kept in or under the control and custody of any government agency pursuant to law executive order, rules and regulations ordinance or in connection with the performance or transaction of official business by any government agency.

“Government Agency”, on the other hand, includes the executive, legislative and judicial branches as well as the constitutional bodies of the Republic of the Philippines including, but not limited to, the national government and all its agencies, departments, bureaus, offices and instrumentalities, constitutional commissions and constitutional mandated bodies, local governments and all their agencies, regulatory agencies, chartered institutions, GOCCs, including wholly owned or controlled subsidiaries, GFIs SUCs, the Armed Forces of the Philippines, the Philippine National Police, all offices in the Congress of the Philippines including the offices of Senators and Representatives, the Supreme Court and all lower courts established by law.
