Farmers group says CARPER extension ‘unacceptable, revolting’
THE militant peasant group decried as totally unacceptable the Aquino administration’s plan to extend for another two years the bogus Comprehensive Agrarian Reform Program Extension with Reforms (Carper) and described as an “all for show” Malacanang’s plan to welcome the peasant marchers on June 8.
The Kilusang Magbubukid ng Pilipinas (KMP) issued the statement after Secretary Florencio Abad said that “the administration will ‘try its best’ to fully implement the Carper before President Benigno Aquino III steps down in 2016.
“Malacanang’s announcement to once again extend the sham Carper beyond 2014 is highly unacceptable, insulting, and totally revolting,” said KMP deputy secretary general Randall Echanis.
Echanis, who also chairs the party-list group Anakpawis, said “Aquino’s plan to revive the politically dead Carper is a declaration of war against the peasantry and will be faced by sustained peasant offensives in the next few days and months leading to the ouster of the most hated haciendero and anti-farmer President.”
“Another extension of Carper is a concrete proof of its failure to address the centuries old land problem,” say Echanis.
“After 2014, a new and genuine agrarian reform program is in order,” says the KMP who is pushing for the enactment of House Bill 374 or the Genuine Agrarian Reform Bill (GARB). The peasant group said nationwide farmers protests are set on June 11 and 12 to denounce the 24 years of the bogus CARP.
The Comprehensive Agrarian Reform Program (CARP), which expired in 2008, was extended by Carper or Republic Act 9700 in 2009 for another five years or only until August 2014.
The KMP also assailed the statement of Presidential spokesperson Edwin Lacierda saying that he, along with Agrarian Reform Secretary Gil delos Reyes, Abad, DSWD Secretary Dinky Soliman, and Agriculture Secretary Proceso Alcala, will meet with the farmers at the Palace.
“We are going to meet with them. We are more than glad to meet with them,” Lacierda told reporters.
“It’s another May 1 publicity stunt all over again,” says KMP spokesperson Antonio Flores referring to the Labor Day rally by yellow unions that was welcomed by Lacierda, Abad and Political Adviser Ronald Llamas at Mendiola.
“This is nothing but an all for show,” Flores said adding, “lumang tugtugin na ito. Ginawa na ito ng idol ni Noynoy na si GMA noon. This is pure hogwash, plain and simple,” Flores said.
Flores said “the Aquino administration and its special agents are exploiting the poverty and landlessness suffered by farmers to further its agenda to once again extend an anti-peasant program.”
“At this early, the Aquino administration is already scheming for the extension of the bogus Carper. It is now obvious that this well-orchestrated stunt aims to pave the way for another highly unacceptable extension of the sham CARP,” Flores said.
“If Aquino is really serious in addressing landlessness, we challenge him to order the speedy distribution of Hacienda Luisita and junk the bogus CARP,” the peasant leader said.
