Malakanyang: Hintayin ang NCCA sa pagbigay ng award kay Dolphy

NAKIUSAP ang Malakanyang sa publiko lalo na sa mga taga-suporta at kamag-anak ni Comedy King Rodolfo “Dolphy” Vera Quizon na hintayin na matapos ang proseso na hinihimay ng National Commission on Culture and the Arts (NCCA) para tuluyang mabigyan ng prestihiyosong karangalan si Dolphy ngayong taon.

Ito ang tugon ng Malakanyang sa panawagan ni Sorsogon Bishop Arturo Bastes, miyembro ng Permanent Council ng  Catholic Bishops Conference of the Philippines (CBCP).

“Well, we’ve already stated our position. The President recognizes the contribution of RVQ or si Mang Dolphy to the entertainment industry and not just to that industry but also his civic works which is why he was granted the Order of the Golden Heart by the President in November of 2010. But we have also stated that there is a process that needs to be followed when it comes to awarding of the National Artist Award and we will leave it up to the NCCA and to CCP. We want to respect that process and we also don’t want to prejudge. At this point, I think the NCCA has already issued an official statement that Dolphy is being considered. Hintayin po nating makaabot, matapos po ‘yung proseso nila at makaabot po sa Pangulong Aquino,” anang Malakanyang.

Tinuran pa rin nito na makakabuti sa lahat na hintaying matapos ang proseso ng NCCA kahit na may nakaumang na Temporary Restraining Order (TRO) sa Korte Suprema hinggil sa paggawad ng national artist award.

“Ano po ‘yan e, ang next cycle po kasi is 2012. So hintayin po natin kung… ‘Yung National Artist Awards po kasi hindi naman po ‘yan taun-taon ginagawad—every three years po ‘yan. So huli po ‘nung 2009—due na po for 2012. Tingnan po natin kung ano ‘yung magiging resulta ng proseso ng NCCA. Meron pong status quo ante order so, ano po ‘yan e, this involves the seven that were named by the former President in 2009. Kasama po nga diyan ‘yung former NCCA head na si Cecile Guidote-Alvarez, si Carlo J. Caparas. I think Mañosa is also in that list and Coco Alcuaz.  ‘nung siya po ay pumanaw. And also Pitoy Moreno. Meron pong mga taong kasama doon sa listahan at ‘yun po ‘yung kino-cover ng status quo ante (order). Hindi po natin alam kung how the NCCA as a body interpreted that SQA. Hindi naman po kami ang nag-i-interpret para sa kanila so we’ll see kung nakapag-start na po sila ng cycle nila for 2012. Let’s all refer to the NCCA statement. Sinabi naman po nila na kasama na po naman yata doon sa listahan si Mang Dolphy for consideration,” paliwanag nito.

Kaugnay nito, malabo namang mapakialaman ng Malakanyang ang pag-alis ng TRO sa SC dahil may Executive Order (EO) na kaagapay ito.

“Nandoon po nakalagay ‘yung kanilang proseso. If you want more information on how the process is and also for any exemption parang wala po kasi akong naaalalang exemption to that procedure. Tingnan po natin, naka-post rin po ‘yan lahat sa website ng NCCA—mula po doon sa research group nila, kung ano po ‘yung pinakalap na impormasyon pagdating po doon sa two-tier deliberations na kanilang ginagawa. So nandoon po para maliwanagan din po tayo doon sa proseso ng NCCA, meron po silang parang short briefer on their website about their process,” anito.

Sa ulat, hindi maintindihan ni Bishop Bastes kung bakit hindi mabigyan ng national artist award ng Malakanyang si Dolphy.

“Why not? Honor should be given also to the living if he deserves it. Dolphy has entertained our nation with wholesome comedies generally,” ani Bastes.

Sa panig naman ng NCCA, sinabi nito na kabilang ang veteran actor-comedian na si Dolphy sa mga nominado ngayong taon bilang National Artist.

“For the moment, we understand that Mang Dolphy has been nominated and is now undergoing the process of evaluation—along with other noteworthy artists,” nakasaad sa pahayag ng NCCA.

Muling lumakas ang panawagan mula sa iba’t ibang sektor na hirangin na si Dolphy bilang national artist kasunod ng paglubha ng kalusugan nito.
