PNoy, tiniyak na matatapos sa 2014 ang pamamahagi ng lupang pansaka

PERSONAL na tiniyak ni Pangulong Benigno Aquino III  na ang lahat ng mga agricultural lands ay ipapamahagi sa kuwalipikadong benepisaryo simula ngayon hanggang sa Hunyo 2014 sa ilalim ng Comprehensive Agrarian Reform Program Extension with Reforms (CARPER).

Ginawa ni Aquino ang pangako matapos makipagpulong  sa mga magsasaka at sa mga kinatawan ng Simbahang Katoliko. Kabilang sa nakipagpulong kay Pangulong Aquino ay sina Bishop Ledesma, Bishop Bernardino C. Cortes, Fr. Marlon Lacal, executive secretary ng AMRSP, at Fr. Anton Pascual ng Caritas Manila.

Sa katunayan, inaprubahan ng Punong Ehekutibo ang multi-stakeholders mechanism o ilang kasunduan na napagkasunduan sa pagitan ng pamahalaan at ng mga magsasaka, Department of Agrarian Reform at iba pang CARP implementing agencies ng pamahalaan , Simbahan, nongovernment organizations, peoples organizations, at iba pang farmer groups at federations.

Prayoridad, aniya, ang may landholdings na 25 hectares pataas. Ipapalabas ang notices of coverage bago o sa mismong buwan ng Disyembre ng taong kasalukuyan.

Kabilang na rito ang mapayapa at maayos na installation ng farmer beneficiaries sa lahat ng lupain sa ilalim ng naturang programa. Magsasanib puwersa naman ang PNP, AFP, at DILG sa bagay na ito.

“To put all landholdings under the program, notices of coverage or NOCs of lands 10 hectares and above shall be issued on or before December 2012 for landholdings under 10 hectares. Notices of coverage shall be issued not later than July 2013; and RA 9700 has allocated at least 150-billion for the program which would be utilized to successfully complete the implementation of agrarian reform,” ani Aquino.

Hinggil naman sa support services na naka-mandato sa Section 37 ng RA 9700, ang probisyon sa paunang kapitalisasyon  para sa bagong agrarian reform beneficiaries at socialized credit para sa umiiral na agrarian reform beneficiaries ay kailangang maimplementa.

“To this end, the DBM has committed the immediate release of P1 billion to be allocated for support services,” aniya pa rin.

Pangungunahan naman ng Land Bank of the Philippines ang pagrerebisa ng polisiya, rules, and regulations sa pagbibigay ng credit sa mga magsasaka upang mas maging accessible sa agrarian reform beneficiaries.

Ang DAR at Department of Agriculture sa tulong na rin ng DBM ay lilikha ng socialized credit program para sa ARBs o agrarian reform beneficiaries na kapuwa tanggap ng magkabilang partido.

“Socialized credit program shall enable the farmers to maximize the productivity of their land and utilize the resources available to them,” ayon kay sec. Lacierda sabay sabing “This is with respect to the question from Christine. Both sides have agreed to set up the multi-stakeholders mechanism. A multi-stakeholders mechanism convened by the President and composed of representatives from DAR and other CARP-implementing agencies of the government, the church, NGOs, peoples’ organizations, and other farmer groups and federations shall be immediately established to monitor the implementation of the CARP”.

Kabilang na, aniya, rito ang  coverage at pamamahagi ng agricultural lands, pagkilos at hakbang ng DAR personnel, pag-deliver ng support services sa mga benepisaryo nito, budget allocation, utilization.

Ang detalye ay tatalakayin ng mga miyembro ng stakeholders’ mechanism habang nagpapatuloy naman aniya ang konsultasyon ng administrative orders.

Bukod pa sa magkakaroon ng fast tracking ng resolusyon sa mga nakabinbing kaso ng stock distribution options at lease back arrangements na nakapaloob sa Presidential Agrarian Reform Council o PARC.

“Relative to the meeting of Secretary Jesse Robredo with the farmers last Independence Day, the government committed to do the following:1) Work on the lease areas where there are enforcement issues; 2) Review the tasking of PNP and refer to the Department of Justice the proposed changes in 2009 guidelines as it applies to DAR orders ; 3) Establish PNP outposts in critical areas where installed farmers are being harassed; and lastly 4) Establish direct line of communication with the DILG,” ayon kay Sec. Lacierda.

Samantala, ipinagmalaki rin ng Malakanyang na naging mabunga ang pulong sa pagitan ng Pangulo at kinatawan ng mga magsasaka. Kasama rin ang ilang miyembro ng Simbahan, at mga opisyal ng pamahalaan katulad ninaDBM Secretary Butch Abad, Sec. Lacierda, Agriculture Secretary Proceso J. Alcala,  Agrarian Reform Secretary Virgilip de los Reyes  at PMS Secretary Julia Abad;mula naman sa  agrarian reform advocates: former Senator Aquilino Pimentel, Atty. Christian Monsod, Atty. Armando Jarilla ng Task Force Mapalad at ilang magsasaka na  sina Mr. Alberto Jaime, pangulo ng Task Force Mapalad; Ms. Edna Sobrecaray, Task Force Mapalad spokesperson.
