Pondo para sa special children dagdagan

NAIS ni Sen. Alan Peter Cayetano na dagdagan ang pondong inilalaan ng gobyerno para sa 5,600,000 special children sa buong bansa dahil umaabot lamang sa 168,858 o tatlong porsiyento ng naturang kabuuang bilang ang nabibigyan ng serbisyo.

“At least 10 to 13 percent of the country’s children population suffer from physical, mental, emotional, behavioral disabilities and yet there are only 155 special education centers with 1,176 teachers in the country effectively reaching a mere 3 per cent or 168,858 students with special needs,” paliwanag ni Cayetano sa panukalang batas na naglalayong dagdagan ang pondo para sa special children.

Ayon kay Cayetano, layunin ng Senate Bill No. 3226 o “Children with Special Needs Education Fund Act of 2012” na himukin ang pagtutulungan sa pagitan ng pamahalaang lokal at Department of Education na suportahan ang special children center at eskwelahan.

Anang senador, partikular na inaatasan ang LGUs na maglaan ng 10 porsiyento ng Special Education Fund para sa special education center o eskwelahan.

Bukod dito, tutumbasan din ng DepEd ang ilalaan na pondo mula sa LGU para sa Special Educaton Funds upang suportahan ang programa ng pamahalaan.

“It is a state obligation to provide special nurturing for the education of children with special needs as they are equally entitled to the same free basic education guaranteed by the Constitution to children under regular school systems,” ayon kay Cayetano.

Hiniling din ni Cayetano sa education official sa nasyunal at lokal na pamahalaan kabilang ang kompanya na gumagawa ng corporate social responsibility programs na maglaan ng mas maraming pondo para sa Special Education sa batang may kapansanan.

“Ten to thirteen percent of the population will surely impact what kind of tomorrow we will have. These children are in difficulty as it is and to handicap them further by not providing the kind of education they need will not only harm these children and their families but will also harm us as a community and as a nation,” patapos niya.
