Charter change suportado ng CIBAC

SINANG-AYUNAN ni CIBAC Partylist Rep. Sherwin Tugna ang pahayag ni Senador Joker Arroyo na makabubuting repasuhin na ang saligang batas ngayon.

Ito aniya, ang tamang panahon upang amyendahan ang kunstitusyon.

Ngunit may pasubali dito si Tugna sa pagsasabing kailangang maisaayos muna ang lahat ng kondisyon bago isulong ang Charter Change.

“Definitely there is a need to make changes in our Constitution in order to address certain problems that plague our government. But I think we need to isolate those problems first before we push through and modify a number of provisions in the Constitution,” katuwiran ni Tugna.

Giit pa ng kongresista na kailangang talakayin muna ang mga probisyon na dapat baguhin upang hindi maakusahan ang Kongreso ng manipulasyon.

“There should be no change in the terms of elected public officials and definitely no changes should be made in the form of government as well. I think there should be an outright restriction in modifying these sections of the Constitution if ever we push through with Charter Change so that we can protect the people and just focus on improving their welfare by tackling the economic provisions that need to be amended,” ani Tugna.

Ang 1987 Constitution ay 25 taon na at ayon sa mga dalubhasang mambabatas gaya ni Senador Miriam Santiago ay kailangan ng baguhin dahil ito ay nalilimitahan na nito ang pagsulong ng ekonomiya.

Nais ni Tugna na ibilang sa dapat mailatag na isyu ay ang “60-40 percent equity limitations” na aniya’y isinulong na ito ay tanggalin o baguhin .

“We must be able to distinguish where the limitation must be removed and where it must be maintained for the protection of our nation”,  ayon kay Tugna.

Hinay-hinay lamang ayon kay Tugna dahil ang papalitan aniya ayh kunstitusyon na nangangahulugan na nasasangkot ditto ang kinabukasan ng bansa.

We have to safeguard both the country and the people through this amendment and we have to make sure that the welfare of the people is given premium above everything else,” sinabi pa ni Tugna.
