Radar ng China sa Mischief Reef, aalamin

AALAMIN ng Malakanyang kung talagang naglagay nga ng radar ang Chinese government sa Mischief Reef, maliit na bahagi ng isla ng Panatag Shoal.

Ayon kay Presidential Communications Development and Strategic Planning Office Secretary Ricky Carandang, wala pa silang nakukuhang kahit na anumang official verification ng balitang ito

“Although we have seen it in the media. One thing though, when ASEAN is now meeting–Foreign Ministers—the idea that’s being put forward is Code of ConductIt says that none of the claimant-countries should take any actions that would provoke tensions in the area If that is confirmed then that would viewed as a provocative action. So that would not be consistent with the Code of Conduct which is being discussed now by ASEAN and by China,” ayon kay Sec. Carandang.

Samantala, magsasagawa pa ng mga talakayan kaugnay sa Code of Conduct na paiiralin ng China pagdating sa usapin ng Panatag Shoal.

“The idea is to get to the point where we have a Code of Conduct that is binding on all the parties and that has been the issue. While we have tried to come up with a Code of Conduct, it has so far not been binding. Still in the spirit of the Code of Conduct, let’s not take actions that would unduly provoke or increase tensions while we’re discussing these sensitive matters,” ani Carandang.

Sinabi pa ni Sec.Carandang na patuloy na nakikipag-pulong ang Pilipinas sa ASEAN upang hikayatin na magpalabas ng common position kaugnay sa Code of Conduct.

“The statements that may have been made by some of the Foreign Ministers, not just Secretary del Rosario but some of the others during the ASEAN meeting, I think, are not as important as whether or not the output from this meeting is satisfactory to us. When the joint communiqué comes out, then that’s really the more important aspect of those talks,” aniya pa rin.

Sa ulat, suportado ng bansang Amerika ang panawagan ng Pilipinas sa iba pang mga bansang kasapi Association of Southeast Asian Nations (ASEAN) na manindigan laban sa China, kaugnay sa namamagitang territorial disputes sa bahagi ng West Philippine Sea.

Sa ginanap na ASEAN-US Ministerial Meeting sa Cambodia ay hinikayat ni US Secretary of State Hillary Clinton ang 10-member states ng ASEAN na magka-isa sa pagpapakita ng posisyon sa isyu.

Ayon kay Clinton, mahalaga umanong ngayon pa lamang ay maresolba na usapin upang hindi na maging malaking balakid sa darating na panahon.

“ASEAN needs to meet its own goals and standards and be able to speak with one voice on issues facing the region,” ayon kay Sec. Clinton.

Maliban sa maritime disputes sa pagitan ng Pilipinas sa Scarborough Shoal at Spratlys, sangkot din sa girian ng teritoryo ang China sa pagitan ng Vietnam at Taiwan.

Sa ginanap na pulong, kasama ni Clinton bilang co-chairman si Foreign Affairs Sec. Albert del Rosario.

Una ng nagmatigas ang Pilipinas sa posisyon laban sa umano’y panghihimasok ng China sa sobereniya ng bansa.

Bunsod nito, naipagpaliban ang pagpapalabas ng joint statement ng ASEAN dahil sa magkaksalungat na posisyon ng mga claimant states, partikular ng Pilipinas at Cambodia.
