Robredo nagbabala vs paglabag sa total log ban

NAGBABALA si Interior and Local Government Secretary Jesse Robredo sa lahat ng mga local chief executives mula gobernador, municipal mayors kabilang ang barangay chairmen na mahaharap sila sa mabigat na kaparusahan kapag hindi naipatupad ang direktiba ni Pangulong Benigno “Noynoy” Aquino III na total log ban sa lahat ng natural at residual forests sa bansa.

“It is the local chief executives’ (LCEs’) statutory duty to enforce all laws and ordinances relative to the governance of the LGU and the exercise of its corporate powers, including the presidential directive on the total log ban,” pahayag ng DILG chief.

Ang babala ay ikinasa ilang araw matapos makumpiska ng awtoridad ang may 7,255 piraso ng  illegally cut logs na halagang  P16 milyon sa Butuan City habang papunta sa isang wood processing company sa Cagayan de Oro City nitong huling araw ng nakaraang buwan.

Sinabi ni Robredo na kung ang isang partikular na LCE ay hindi pinigilan ang pagpasok ng iligal troso sa kanilang territorial jurisdiction, ito ay mapaparusahan sa paglabag sa Presidential Executive Order No. 23 na ipinalabas noong Abril 2011.

“Clearly, the regulatory measure magnifies the earnest desire of the government to protect our remaining forest cover areas by all those concerned LGUs. If they fail to comply or defy the presidential directive under EO 23, said LCEs will stand liable for any violation thereof,” pahayag ni Robredo.

Nagpalabas din si Robredo ng hiwalay na direktiba para kay PNP chief Gen. Nicanor Bartolome para sa  implementasyon ng one-strike policy o immediate relief of police provincial directors o chiefs of police na napatunayang nilabag ang log ban o walang ginawang aksyon para mapigil ang pagpasok at pagbihaye ng illegal logs o timber sa kanilang

Ang kahalagahan, aniya, ng papel ng PNP sa anti-illegal logging campaign ay ang pagbuo ng newly-formed Anti-Illegal Logging Task Force na pinangungunahan ng Department of Environment and Natural Resources.

“Any member of the PNP is required, therefore, to ensure proper implementation of the logging ban within the areas of their deployment and any consequent failure should subject the violator to the one-strike policy rule,” dagdag pa ni Robredo.
