Barangay election, isasabay sa 2016 presidential polls

NAIS ni Sen. Ramon “Bong” Revilla Jr., na ipagpaliban ang 2013 barangay election upang maisabay na ito sa 2016 presidential election at gawing anim na taon ang termino ng naturang mga opisyal.

Sa Senate Bill No. 3242, sinabi ni Revilla na walang magaganap na halalan ng Barangay at Sangguniang Kabataan sa October 2013 kaya’t isasabay na ito sa presidential election sa 2016.

Sakaling maging ganap na batas, magiging anim na taon na ang termino ng bawat opisyal ng barangay at SK upang maayos ang pagkakaisa at katatagan sa bawat barangay matapos ang halalan, ayon kay Revilla.

“There shall be no Barangay and Sangguniang Kabataan elections on October 2013. In lieu of this, the next synchronized Barangay and Sangguniang Kabataan elections shall be held on the second Monday of May 2016, synchronized with the national elections, and every six years thereafter,” ayon kay Revilla

Inaamyendahan ng panukala ni Revilla ang Republic Act Nos. 9340 and 9164 na nagtatakda ng halalan sa barangay sa Oktubre 2013.

Sa ilalim ng Section 2 ng panukala, ayon kay Revilla, gagawin nang anim na taon ang term of office ng lahat ng barangay at SK officials matapos itong maisabatas.

“No barangay elective official shall serve for more than two (2) consecutive terms in the same position: Provided, however, That the term of office shall be reckoned from the 1994 barangay elections. Voluntary renunciation of Office for any length of time shall not be considered as such,” paliwanag ni Revilla.

Sinabi pa ni Revilla na sakaling maisabatas ang panukala, magsisimula ang termino ng opisyal ng barangay at SK sa tanghali ng ika-13 ng Hunyo sa mga susunod na ginanap na halalan.

“Their term of office of three years is too short a time for the unity and stability in
barangay leadership and affairs. This bill, thus, proposes for the extension of the term of office of Barangay and Sangguniang Kabataan officials to six years just like the term of national officials,” aniya.
