Police academy isailalim sa PNP – Jinggoy
NAIS ni Senate President Pro Tempore Jinggoy Estrada na ilagay sa ilalim o pangangalaga ng Philippine National Police (PNP) ang Police Academy.
Naniniwala ang senador na mas maganda kung makokontrol ng PNP ang police training institutions ng primary peacekeeping and law enforcement organization, kung saan ito ang magdi-dispatch at mag-e-employ ng uniformed personnel into action.
Layunin ng Senate Bill 3218 na inihain ni Estrada na amyendahan ang Republic Act 6975 o ang Department of Interior and Local Government Act of 1990 at mailipat ang administrative supervision and operational control of the Philippine National Police Academy (PNPA), Philippine National Training Institute (PNTI) at ang National Police College)PNC) mula sa Philippine Public Safety College (PPSC) sa PNP.
“The current setup has proven to be ineffective and costly. It allows lapses in coordination of training programs and makes it difficult to develop a system of well-developed plan and budget for trainings internal to the PNP,” ani Estrada.
“There is also a mismatch between the PNP training expectations and requirements and the actual services provided by the PPSC,” ani Estrada.
Sa kasalukuyan, ang PPSC ay ikinokonsiderang premier educational institution para sa training, human resource development and continuing education sa lahat ng personnel ng PNP, Bureau of Fire Protection (BFP) at Bureau of Jail Management and Penology (BJMP).
Bukod dito, mula sa PNPA, PNTU at NPC, PPSC, ay mayroong supervision ng Fire Training Center at ng iba pang special training centers, na binuo ng DILG.
Habang ang PPSC ay inatasan na mag-formulate at magpatupad ng training programs para sa personnel ng DILG.
Naniniwala si Estrada, chairman ng Senate committee on labor, employment at human resources development, na sa ganitong paraan ay mate-train ng mayor ang police force para mapanatili ang peace and order, maiwasan ang krimen, matiyak ang kaligtasan ng publiko at generally protecting lives and properties.
