‘Electronic dagdag bawas’ ikinababahala ng Simbahan

UMAPELA sa mga Pinoy ang isang opisyal ng Catholic Bishops’ Conference of the Philippines (CBCP)-National Secretariat for Social Action Justice and Peace (NASSA) na maging vigilante sa gagawing pagboto sa nalalapit na halalan sa 2013.

Kinuwestiyon din naman ni CBCP-NASSA chair Manila Auxiliary Bishop Broderick Pabillo ang pahayag ng Smartmatic hinggil sa accuracy ng Precinct Count Optical Scan (PCOS) vote count at katotohanan sa teknolohiya na inaasahang gagamitin sa 2013 midterm polls.

Naniniwala si Pabillo na ang mga electorates at mga kandidato ay magiging biktima lamang ng electronic cheating o ‘electronic dagdag bawas’ kung hindi maitatama ang isyu.

“The Smartmatic Summary Report submitted to the Committee on Suffrage and Electoral Reforms (CSER) of the House of the Representatives last August 3 on the Mock Elections it conducted last July 24–25, claimed that the accuracy rate of PCOS is 99.78710%. Not only does this claim not comply with the required accuracy rate under the Commission on Elections (COMELEC) Terms of Reference of the Automation for the 2010 National and Local Elections which is 99.995%, or 1 error in every 20,000 marks,” ani Pabillo, sa isang pahayag.

“Even more disturbing, Information Technology (IT) election groups found out in the audit of the mock election that the accuracy rate is actually 97.21519% or 557 errors in 20,000 marks. Compared to the required accuracy rate the difference huge—1 error compared to 557 errors. The difference would surely affect contested positions with small margin, especially in the local positions,” aniya pa.

Imposible rin aniyang makamit ang accuracy ng mga boto dahil sa depekto ng teknolohiya na maaaring magresulta sa electronic cheating.

Dismayado rin si Pabillo dahil hindi man lamang umano nag-abala ang Comelec na ipaliwanag ang accuracy issue at binalewala rin umano ang panawagan ng mga IT at electoral advocates na tingnan ang kanilang natuklasan hinggil sa naturang teknolohiya.

“Even the CSER appeared disinterested to entertain the analysis of the result of the mock election. Instead of opening doors for citizens’ participation to improve the automated election, Comelec chose to be exclusive and defend Smartmatic in every way,” aniya pa.

Umaapela rin si Pabillo at ang NASSA sa pangulo at sa Senado at Kongreso na busisiin ang mga pagkukulang ng teknolohiya ng Smartmatic at humanap ng posibleng solusyon dito.

Dapat rin umanong magpatupad ng mga penalties sa mga mapapatunayang guilty sa mga naturang problema na maaaring makaapekto at makaimpluwensiya sa resulta ng 2013 elections.

“Good governance starts with election of candidates. And we want the counting of votes to be accurate and reliable, and not just fast, to protect the sacred right and will of the electorates,” aniya.

Nanawagan rin ito sa mga political parties at mga kandidato na hilingin sa Comelec na tiyakin ang accuracy ng automation technology na gagamitin nito sa halalan upang hindi sila mabiktima ng electronic cheating.

Iginiit pa ni Pabillo na lahat ng Pinoy ay dapat na maging participative, vigilant, at diligent upang matiyak na magiging malinis, authentic at responsible ang nalalapit na halalan.
