Freedom of speech, di sasagasaan ng Anti-Cybercrime Act – Angara

HINDI sasagasaan ng Anti-Cybercrime Act ang freedom of speech alinsunod sa itinakda ng Saligang Batas na ikinababahala ng ilang media organizations, ayon kay Senator Edgardo Angara

Sa ipinalabas na pahayag, sinabi ni  Angara na dapat bigyan ng pagkakataon ang Anti-Cybercrime Act na maipatupad muna at kung magkakaroon ng butas ang batas, dapat matukoy ang kakulangan at tugunan kaagad.

“We have to give the law a chance and see how it will be implemented. Only then will the loopholes and the gaps be identified and properly addressed. But as it is, I believe this law is a milestone for ICT in the country,” ayon kay Angara.

Sinabi pa ni  Angara na nakatakda sa batgas ang ilang legal framework upang pangalagaan ang pangunahing kalayaan tulad ng freedom of expression at magbibigay din ito ng proteksiyon sa Filipino internet user laban sa pang-aabuso.

Aniya, umaabot sa mahigit 30 milyong Filipino ang gumagamit ng internet na patuloy pang dumadami dulot ng social media site tulad ng Facebook at Twitter.

“The Internet has become so pervasive that it is already an essential component of many people’s lives. But as the technology evolved, so has the opportunity expanded for real harm to be done,” ayon kay Angara.

Iginiit ni Angara na bago maisabatgas ang Cybercrime Prevention Act o RA 10175, lubhang unchartered territory ang internet na mayroong free for all attitude ang lahat.

“Minus the law, our cyberspace will remain a wild frontier where no due process is afforded to victims of legitimate Internet-related crimes. With it in place, we actually extend the protections provided in our Constitution to the digital realm,” aniya.

Sinabi pa ng Angara na anuman ang pagkukulang ng batas ay maaaring linawin sa itatakdang Implementing Rules and Regulations (IRR) na lilikhain alinsunod sa batas ng   Department of Justice (DOJ), Department of Interior and Local Government (DILG) at Information and Communications Technology Office a ilalim ng Department of Science and Technology (ICTO-DOST).
