Sec. Abad, Justice Sereno budget ang pinag-uusapan
LIMITADO lamang sa budget ang pinag-uusapan nina Budget Sec. Florencio Abad at Supreme Court Chief Justice Maria Lourdes Sereno, kasama ang 12 justices.
Kahapon ay personal na nagtungo sa Korte Suprema si Sec. Abad upang ayusin ang hindi pagkakaunawaan sa budget ng judiciary at sinabing naayos na raw ang nasabing bangayan.
Ayon kay Presidential Spokesman Edwin Lacierda, hindi ito nangangahulugang yumuyuko na ang Ehekutibo sa Hudikatura sa liderato ni Sereno.
Sinabi ni Sec. Lacierda, isa itong welcome development kung saan ipinapakita nilang handa silang makipagtulungan sa alinmang sangay ng gobyerno.
“Primarily, it’s about the budget of the judiciary and, secondly, the message is we can work together in so far as the budget is concerned. We don’t have to fight tooth and nail over the budget. If it can be discussed sitting down, (then it’s) all the better than putting out word in (the) media before sitting down together. And yesterday was a positive step towards resolving issues of the budget of the judiciary between the SC and the DBM. And, hopefully, there will be—let me limit myself to speaking only of the budget—insofar as the budget of the Supreme Court is concerned, it is certainly good for the Budget Secretary to sit down with the Supreme Court and the justices to clear any concerns on both sides so that they will have a clearer understanding of how the budget process works. And that’s one of the purposes why Secretary Abad visited the Supreme Court to discuss the budgetary process—the concerns of the DBM on the SC judiciary budget. So that’s a welcome development,” anito.
Samantala, walang plano si Pangulong Benigno Aquino III na kausapin ang mga mahistradong sinasabing nang-iisnab kay Sereno tulad ni Associate Justice Antonio Carpio.
Ayon kay Sec. Lacierda na internal issue ito sa Korte Suprema at bahala na ang mga mahistrado dahil hindi sila puwedeng makialam.
“No, I think it’s… I think it’s an internal matter before the Supreme Court and tapos na po ang role ng ating Pangulo. ‘Nung in-appoint na po si Chief Justice Sereno bilang Chief Justice, the role of the President has ended. It is… Doon papasok ‘yung sinasabi ni Ina na: does it look improper? I think that will not be proper because it’s essentially an internal matter for the justices and, I think, the fact is they have a new Chief Justice. The Chief Justice is going to be there for a good 18 years and it’s something that they have to work with. And, ultimately, what’s important is for them… The primary role naman talaga of the judiciary is to render decisions in the Supreme Court. So sa tingin ko it’s an internal matter before the Supreme Court justices. Sila na lang ho ang mag-resolve ‘nung isyung ‘yan,” ang litaniya ng opisyal.
Hindi rito ito ang unang pagkakataon na kinausap ng DBM ang kinatawan ng hudikaturang sangay ng pamahalaan.
Ani Sec. Lacierda, marami ng pagkakataon na kinausap ng DBM ang SC pagdating sa kanilang budget partikular na ang Judicial Development Fund ng SC.
Hindi naman iniaalis ng Malakanyang ang posibleng paghirit ng pondo ng Korte Suprema.
