Ayon kay 1Lt Owen Yanto, officer-in-charge sa nasabing security operations, “when we approach the NPA camp we saw a female insurgent carrying a child, and I give specific instruction to my men to spare
the female NPA carrying a child when firefight commences”.

Bunsod nito, inihayag ni MGen Gerardo T Layug, Commander, 8ID, PA, “I commend the men of 63rd Infantry Battalion under the able leadership of Ltc Arvin R. Lagamon for the successful security operations in Las Navas, Northern Samar. I further laud his men for strictly adhering to Human Rights, International Humanitarian Law and Rule of Law in their security operations for sparing the female insurgent carrying a child as their target”.

“The 8ID strictly adheres and upholds Human Rights (HR), International Humanitarian Law (IHL) and Rule of Law (ROL) in all security operations.  This act is in consonance with the AFP’s Internal Peace and Security Plan “Bayanihan”, which states that all security operations must address only the armed elements of the CNN without violating under any circumstances, the provisions in HR, IHL and ROL,” ani  Layug.
