Bayan Muna: Pres. Aquino should immediately sign Desaparecido’s bill into law
BAYAN MUNA Rep. Neri Colmenares today said that President Benigno Aquino III should immediately sign the Desaparecido’s bill so that it would be enforced as early as possible.
Rep. Colmenares is one of the main authors of the bill and has been pushing for its enactment even before he became a congressman. Both the Senate and the House of Representatives approved on Tuesday night the Anti-Enforced Disappearance Bill earlier crafted by a bicameral conference committee. It will now go to President Aquino for his signature.
“Enforced disappearance is a continuing crime and the abductors of Jonas Burgos, Sherlyn Cadapan and Karen Empeño as well as other desaparecidos can still be arrested and charged under this legislation, this is the reason why it has to be signed immediately,” said the progressive solon.
“The crime of enforced of disappearance has four elements, 1.) Abduction; 2.) Involvement of state or government or its agents; 3.) Refusal to acknowledge the fate or whereabouts of the victim, 4.) With the intent of depriving the victim of the protection of the law. Since the abductors of Jonas Burgos and other decaparacidos continue to refuse to acknowledge the fate or whereabouts of their victims, they continue to commit the crime of enforced disappearance until now, “said Colmenares who is a human rights lawyer.
“It’s about time that those who committed this heinous crime to come forward and inform the family of their victims where these victims are. Otherwise, the enforced disappearance law will pluck them from oblivion and extract from them the accountability and punishment they so richly deserve,” concluded Colmenares.
