Kasong malversation vs GMA, ibinasura ng Ombudsman

IBINASURA ng Ombudsman ang kasong malversation na isinampa laban kay dating Pangulo at ngayon ay Pampanga Rep. Gloria Macapagal Arroyo hinggil sa maanomalyang paggamit sa pondo ng Overseas Workers Welfare Administration (OWWA).

Ayon pa sa Ombudsman, natanggap naman ng mga benepisyaryo ang pondo ng OWWA at walang nakitang ebidensiya ang mga imbestigador na magpapatunay na mali ang naging paggamit sa naturang pondo.

Kabilang sa mga akusado sa nasabing kaso ay sina dating Foreign Affairs secretary Alberto Romulo, former OWWA administrator Virgilio Angelo and former Philippine Health Insurance Corporation (PHIC) president Francisco Duque, dating Labor Secretary Patricia Sto. Tomas at incumbent Labor Secretary Rosalinda Baldoz.

Ang kaso laban kay Arroyo ay nag-ugat sa reklamong isinampa ni Francisco Chavez sa Department of Justice hinggil sa diversion of of US$293,500 or roughly P16.5 million from the funds of the Overseas Workers Welfare Administration to finance preparatory activities such as stockpiling and purchase of vehicles of several diplomatic outposts in Lebanon, Jordan, Oman, Bahrain, Egypt and Iran in support of the war in Iraq.

Ayon kay Chavez by “approving said requests for disbursements to be drawn from the OWWA fund, respondents have clearly violated the constitution.”

Labag diumano ito, ayon kay Chavez, sa 1987 Constitution,  na nagsassaad na “all money collected on any tax levied for a special purpose shall be treated as a special fund and paid out for such purpose only.”

Kaugnay nito, inirekomenda ng DOJ sa kasuhan ang dating pangulo ng malversation sa Ombudsman.
