35 kongresista walang absent sa sesyon
BASE sa inisyal na attendance data ng House of Representatives, 35 mula sa 180 miyembro ng Kamara ang walang absent sa mga sesyon sa loob ng 15th Congress.
Ayon kay Secretary General Marilyn Barua -Yap, bagamat wala pa silang kumpleto na official record of attendance sa lahat ng miyembro ng Kamara ay litaw na ang bilang na 35 na mambabatas ang palaging present sa sesyon.
Kabilang, aniya, sa mga naka-perfect attendance ay sina Speaker Feliciano Beimonte Jr. at Paranaque City Rep. Roilo Golez.
Ayon kay Atty. Barua-Yap, bagamat may naging inisyal ng data ay wala pang naging opisyal ng record of attendance ng mga miyembro ng mambabatas.
“I am hoping that all concerned would, in the future, refer to official issuances from the House Secretariat especially about records of members and other official vital documents and information,” apela ni Atty. Barua-Yap.
Tinukoy din ni Yap ang Section 70 ng Rules of the House of Representatives na siyang nagiging basehan ng attendance sa sesyon.
“Section 70. Attendance in Sessions. – Every Member shall be present in all sessions of the House unless prevented from doing so by sickness or other unavoidable circumstances duly reported to the House through the Secretary General.”
“While the House is in session, the following shall be deemed present:
a. Members who are attending committee meetings as authorized by the Committee on Rules, in accordance with Section 35 hereof, upon written notification to the Secretary General by the concerned committee secretary;
b. Members who are attending meetings of the Commission on Appointments;
c. Members who are attending meetings of the House of Representatives Electoral Tribunal;
d. Members who are attending meetings of bicameral conference committees; and
e. Members who are on official mission as approved by the Speaker.”
