Cleansing our electoral system, a must: Yap

A LADY lawmaker said the all out efforts of President Benigno Aquino III and the Commission on Elections to implement all the necessary reforms in the country’s electoral system should be supported by the people.

“Our electoral system is key to political and socio-economic reforms that we all dream of. The elections must be clean and the electorate must choose the right people to run government,” Rep. Susan Yap (2nd district, Tarlac) stressed.

Yap is principal author of HB 3469 which requires “all registered voters whose biometrics have not been captured to appear before the election officer of their place of registration for purposes of having their photographs, fingerprints and signatures captured through the method of Biometrics.”

The said measure has been ratified last December 11, 2012 by both chambers of Congress after a bicameral conference committee reconciled HB 3469 and Senate Bill 1030.

The lawmaker expressed confidence that the President would sign it into law to hasten, once and for all, the cleansing of the country’s list of registered voters.

Yap also supports the Comelec’s nationwide voters education that includes the dissemination of facts and information about the partylist system in the country and other poll-related issues.

“A survey showed that more than 40% of the country’s population doesn’t understand the party list system. There is indeed a need to undertake a sustained information and education program to make electoral reforms benefit the people,” Yap stressed.

Another electoral reform measure nearing enactment is HB 4241 which provides for early voting to qualified members of media. The bill is jointly authored by Rep. Teddy Casiño and Neri Colmenares, both of partylist Bayan Muna.

In addition, Congress also ratified a bicameral conference committee report on HB 5509 and SN 3287 which mandates “the use of highly accessible polling places for persons with disabilities, senior citizens, and expectant mothers.

The House version is authored by Reps. Godofredo Arquiza (Party list, Senior Citizens), Casiño and Colmenares of Bayan Muna. The measure now awaits the signature of the President.
