CBCP kay PNoy: CARPer ipatupad

SAMA-samang hiniling ng mga Obispo ng Simbahang Katoliko sa bansa kay Pangulong Benigno Simeon Aquino III na pangunahan nito ang pagpapatupad ng Comprehensive Agrarian Reform Program (CARP) with extension and reforms.

Ito’y kasunod na rin nang nalalapit na pagkapaso ng batas sa Hulyo 2014, matapos itong malagdaan noong Agosto 2009.

Sa liham na nilagdaan ng may 78-Obispo, na pawang miyembro ng Catholic Bishops’ Conference of the Philippines (CBCP), iginiit ng mga ito na kailangang direkta nang makialam si PNoy sa CARP bunsod nang anila’y kapansin-pansing malamyang implementasyon nito.

Tinukoy pa ng mga Obispo na nararapat lamang na tapusin ni PNoy ang programa na nasimulan ng kanyang ina at naging sentro pa ng social justice program nito noong panahon ng kanyang administrasyon.

Ilan lamang umano sa mga problema sa implementasyon ng CARPER ay ang kakulangan ng alokasyon sa pondo ng CARPER; malamyang pagpapatupad sa nasabing programa ng Department of Agrarian Reform at ang patuloy na paglabag sa karapatang pantao na dinaranas ng mga magsasaka.

Kasabay nito, nanawagan din ang mga Obispo na palitan na ni PNoy sa pwesto si DAR Secretary Virgilio Delos Reyes.

“Revamp the current leadership of DAR, which underperformed these past 2 ½ years,” giit ng mga obispo.

Paliwanag ng mga ito na kung paanong para sa taong 2012, ang target ng Land Acquisition and Distribution (LAD) ay ibinaba mula sa 260,000 ektarya sa 180,000 ektarya na masyadong mababa kumpara noong 2010 at 2011 na tinatayang nasa 254,653 ektarya.
