2021 budget ng DOH, DSWD ‘di sapat-Drilon

Manila, Philippines – Hiniling ni Senate Minority Leader Franklin Drilon na taasan ang badyet ng Department of Health (DOH) and the Department of Social Welfare and Development (DSWD) upang palakasin ang tugon ng pamahalaan sa corona virys 2019 (COVID-19).

Kasabay, nito,  idiniin din ni Drilon ang pangangailananga  na isama ang special amelioration program (SAP) sa badyet ng susunod na taon.

Umapela si Drilon sa Kongrso na bigyan ng prayoridad ang badyet ng dalawang ahensiya na kritikal sa pagsugpos ng paalaan sa COVID-19 pandemic dahil hindi tumutugon ang panukalang P4.5 trilyon pambansang badyet sa susunod taon sa pangangailangan ng bansa.

Sa aking tingin, parang walang pandemic. Yung ating 2021 proposed national budget ay hindi tumutugon sa hinaharap nating pandemic,”  ayon kay Drilon sa interview sa DZBB nitong Linggo.

“The budget is not responsive to the pandemic that we are facing today,” dagdag niya.

Kabilang sa tinukoy na halimbawa ni Drilon ang kawalan ng SAP na mas kilala bilang ayuda sa badyet para sa susunod na tayo upang mabigyan ng ginhawa ang Filipino na nawalan ng trabaho sanhi ng pandemya.

Binatikos din ni Drilon ang kabiguan ng DSWD na ipamahagi ang P10 bilyong pondo sa mahihirap.

“ The P10-billion unused budget is part of the funding for the SAP under the Bayanihan 1, which the agency said it did not release due to the “double compensation” and the failure of local government units to provide the list of beneficiaries.,” ayon kay Drilon.

Ngunit, sinabi ni Drilon na dapat naging mapang-unawa ang DSWD sa “extra-ordinary” na panahon sa kasaysayan ng ating bansa.

Kung ikaw ay mahihirap, kasalanan mo ba kung hindi nag-submit ang LGU? There are 5.5 million Filipinos who are hungry because of the pandemic. They did not have jobs for the past six months. They rely on the government for help. That is why to me, to withhold the fund intended for the poor is wrong,” ayon kay  Drilon.

Ayon kay Drilon, dapat ipamahagi ng DSWD ang hindi nagamit na pondo saka kinontra ang plano nitong gamitin ang pera sa livelihood assistance.

“What the people need today is ayuda. The livelihood assistance, let other agencies do it. What the DSWD is mandated to do is to provide assistance to the poor,” aniya.

Kung walang pera ang taumbayan dahil wala silang trabaho, wala silang pambili, hindi sisigla ang ekonomiya at hindi tayo makaka-recover dito sa ating lumiliit na ekonomiya,” paliwanag pa nya.

Tinukoy din ni Drilon ang pagbabawas sa badyet ng DOH na lubhang makakaapekto sa abilidad ng pamahalaan na sugpuin ang pandemya.

Umabot sa P181 bilyon ang badyet ng DOH sa 2020 kabilang ang idinagdag na pondo mula sa Bayanihan 1 at 2, pero ibinaba ito sa P131 bilyon lamang sa  National Expenditures Program (NEP).

“Maybe at least for 2021, let us give utmost priority to the budgets of the DOH and DSWD. I am not saying the DILG and DND do not need a higher budget but what I am saying is at least for next year, let us give priority to our social service sector in order to address the pandemic,” ayon kay  Drilon.

“We should increase the allocation of DOH and DSWD and provide funds for SAP for next year. This budget should be, first and foremost, be health-oriented. There is no economy to speak if we do not have healthy persons, if citizens are afraid to go out, because of the lack of confidence in the ability of the government to address the pandemic,” giit ni Drilon sa statement.

“The way I see it, however, the proposed budget for 2021 will not be able to respond to the crisis sufficiently given the cut in the budget for the social service sector and the absence of a social amelioration program,” aniya. Ernie Reyes
