2023 budget poprotekta sa ekonomiya – DBM

MANILA, Philippines – Idinisenyo ang P5.268 trilyon na 2023 national budget para protektahan ang ekonomiya ng bansa mula sa negatibong epekto ng anumang internal at external shocks, sinabi ng Department of Budget and Management (DBM) nitong Miyerkules, Pebrero 8.

Ito ang inilabas ng DBM isang araw makalipas na iulat ng Philippine Statistics Authority (PSA) na tumaas ang inflation rate ng bansa nitong Enero sa 8.7% mula sa 8.1% noong Disyembre 2022.

Ayon sa ahensya, ang national budget ngayong taon ay nagtataglay ng mga alokasyon para sa pagpapatupad ng social protection, economic development at disaster preparedness programs ng pamahalaan.

“In addition to allocations meant for disaster-related and risk resiliency programs, the budget includes layers of social protection and economic emergency expenditure items that relatively shield the economy and its people from the negative effects of any shocks,” ayon sa DBM.

“In fact, social protection programs have been designed to be efficient and targeted, preventing wastage of resources and varying according to the sources of shocks and causes of emergencies.”

Siniguro naman ng DBM na ang social protection programs ng pamahalaan ay makakakuha ng kinakailangang pondo nito para sa 2023.

Kabilang dito ang mahigit P151 bilyon pondo na inilaan para sa pagpapatuloy ng mga programa ng Department of Social Welfare and Development’s (DSWD) ngayong taon kabilang ang Sustainable Livelihood Program (SLP), Supplementary Feeding Program (SFP), Protective Services for Individuals and Families in Difficult Circumstances (PSIFDC), at ang Pantawid Pamilyang Pilipino Program (4Ps).

“As against economic shocks, there are likewise assistance programs and subsidies to the transport sector that benefit tricycle drivers; bus workers and the riding public under the service contracting programs for buses; emergency employment programs and emergency repatriation programs,” dagdag pa ng ahensya, tumutukoy sa P1.285 billion Service Contracting program na nakilala dahil sa Libreng Sakay.

Iba pa sa mga programang binanggit na poprotekta sa ekonomiya ng bansa ay ang pagkontrol sa mga nakahahawang sakit, medical assistance sa indigent patients, social pension para sa indigent senior citizens, educational assistance, at iba pang “in-kind types of subsidies,” katulad ng training courses ng Technical Education and Skills Development Authority a alternative learning systems ng Department of Education.

“Indeed, regular subsidies to marginalized sectors remain as a major component of the budget. These serve as (a) means to ensure continued access to markets and public services and help them uplift the quality of their lives,” ayon sa DBM.

“Allow us to note further that given our tight fiscal space, priority was likewise given to other equally important programs and projects as we move towards normalcy and the reopening of the economy. These priority programs include funding for the education and health sectors as mentioned.” RNT/JGC
