MANILA, Philippines- Isinusulong ni Senate President Juan Miguel Zubiri ang pagsisimula ng exploratory talks sa pagitan ng Pilipinas at Japan sa paglikha ng Visiting Forces Agreement (VFA) sa lalong madaling panahon.

Sinabi ni Zubiri na nakikita niya ang naturang panukala bilang “strategic sense.”

“It makes strategic sense. Japan is an ally, and with ongoing territorial disputes over our waters, we stand to benefit from stronger security cooperation with our allies,” aniya sa media interview.

Ayon kay Zubiri, una nitong Ipinalutang ang ideya sa Philippine – Japan VFA nang makipagkita ito kay  Ambassador Koshikawa Kazuhiko noong nakaraang taon.

Hindi pa nakakarating ang pormal na usapan sa VFA kay Pangulong Ferdinand Marcos Jr. Pero, aniya na paborable ang panahon na ipalutang ang panukala sa pakikipagpulong ng chief excutive kay   Prime Minister Kishida Fumio.

Kasalukuyang nasa Japan si Marcos kasama si Zubiri bilang bahagi ng  Philippine delegation.

“Japan is already offering vital support to our Coast Guard, not just through vessels and equipment but also through other capacity-building opportunities such as training. The VFA will strengthen our partnership even further,” ayon kay Zubiri.

“Peaceful diplomacy remains our foremost move toward conflict resolution, but we also have to be prepared for any eventuality,” patuloy niya. “With Japan on our side, we will be able to empower our Coast Guard and Armed Forces in times of conflict.”

Aniya, makatutulong din ang VFA sa Pilipinas sa panahon ng kalamidad at natural disaster.

“Let us remember that Japan is just as disaster-prone as we are, and so they have made it a priority to ensure that their armed forces are well-equipped to conduct disaster management efforts and rescue operations. Our armed forces can use their disaster management training and knowledge, to help us become a more resilient country as well,” ayon sa lider ng Senado.

Umaasa si Zubiri na susuportahan ng Senado ang panukala.

“Given all the benefits we stand to gain from the VFA, I am hopeful that we will be able to begin formal discussions about it soon, and I am pretty certain that we will be able to garner enough support in the Senate for it,” aniya.

MANILA, Philippines- Itinalaga ni Pope Francis si Monsignor Anthony Celino bilang auxiliary bishop ng Diocese of El Paso, ang ikatlong Filipino-American na obispo sa Simbahang Katoliko sa America.

Ito ayon sa Catholic Bishops’ Conference of the Philippines (CBCP) batay sa anunsyo ng Vatican nitong Miyerkules.

Ang bishop-elect ang unang auxiliary bishop sa El Paso mula nang itatag ito bilang diyosesis noong 1914.

“We thank the Holy Father for his attention and care for the Diocese of El Paso,” sabi ng diocese’s Bishop Mark Seitz.

Ang espiscopal ordination ni Celino ay gagawin sa Marso 31 sa St. Patrick Cathedral.

Ang dalawang iba pang Filipino bishops sa US ay sina Bishop Oscar Solis ng Salt Lake City at Auxiliary Bishop Alejandro Aclan ng Los Angeles.

Si Celino ang kasalukuyang pastor ng St. Raphael Parish sa silangang bahagi ng El Paso, Texas, at ang hudisyal na vicar ng diyosesis.

Ipinanganak siya sa Anda, Pangasinan natapos ng pag-aaral ng philosophy Mary Help of Christians Seminary sa Dagupan City noong 1993 at lumipat sa El Paso area matapos ang kanyang college seminary.

Ipinagpatuloy ni Celino ang kanyang pag-aaral sa teolohiya sa Unibersidad ng Saint Mary of the Lake sa Mundelein, Illinois at itinalaga siya bilang parochial vicar sa St. Patrick Cathedral sa El Paso at pagkatapos ay sa Our Lady of Peace sa Alpine, Texas, pagkatapos ng kanyang ordinasyon bilang pari noong 1997.

MANILA, Philippines- Nagkasundo ang Philippine National Police (PNP) at International Criminal Police Organization (Interpol) na paigtingin ang operasyon laban sa tinatawag na “white collar” crimes, o mga karaniwang isinasagawa ng white-collar workers sa isang kompanya o government agency sa pamamagitan ng pagsasamantala sa kanilang posisyon para sa “financial gain”.

Kabilang ito sa mga isyu na tinalakay sa bilateral meeting sa pagitan ni PNP chief Gen. Rodolfo Azurin Jr., at  Interpol Abu Dhabi National Central Bureau deputy director Lt. Col. Dana Almarzooqi sa 24th Interpol Asian Regional Conference sa Abu Dhabi, United Arab Emirates nitong Miyerkules.

Tinalakay ng dalawang panig ang mga isyu na bumabalot sa “emerging criminal trends” gaya ng money laundering, financial crimes, drug trafficking, at cybercrimes, ayon sa news release mula sa PNP Public Information Office on Thursday.

Iginiit ni Azurin ang commitment ng PNP sa pagtugon sa mga pinakanakababahalang krimen sa bansa, partikular sa financial crimes sa drug trafficking, at sinabing “our partnership with UAE will greatly contribute to this effort.”

Binigyang-diin ni Azurin ang mahalagang papel ng PNP’s Directorate for Information and Communications Technology Management (DICTM) sa pagtugon sa kasalukuyan at haharaping hamon sa ICT.

“DICTM will play a vital role in the efficient and effective delivery of crime prevention and crime solution services to the external and internal stakeholders of the PNP,” pahayag ni Azurin.

“The PNP is determined to make the Philippines a safer place for everyone, and our partnership with UAE will certainly bring us closer to this noble endeavor. I am grateful for the support and cooperation of our partners in the UAE. We are confident that together, we can overcome the challenges posed by transnational crimes and create a safer future for our citizens,” giit pa niya.

Pinuri naman ng UAE officials ang interbensyon ng PNP sa paglaban sa cybercrimes at human trafficking, kung saan inalok ng huli ang PNP sa training programs mula sa ibang member states.

Gayundin, tinalakay ang online gambling bilang emerging issue sa Pilipinas at sa ibang Asian region.

MANILA, Philippines- Inihayag ng Department of Migrant Workers (DMW) nitong Huwebes na 47,000 overseas Filipino workers (OFWs) ang posibleng aapektuhan ng partial ban sa deployment sa Kuwait.

Sinabi ni DMW Undersecretary Hans Leo Cacdac na halos 47,000 OFWs ang nagtungo sa Kuwait noong 2022 at parehing bilang ng mga manggagawa ang inaasahan na maapektuhan ng targeted ban.

Pansamantalang itinigil ng DMW ang pagproseso ng aplikasyon ng first-time Filipino domestic helpers papuntang Kuwait, kasunod ng pagpatay kay Ranara, ang OFW na iniulat na pinatay ng anak ng kanyang Kuwaiti employer.

“Nakikita natin na around that, around that same figure ang potentially na sa loob ng isang taon ang maaapektuhan,” aniya sa isang public briefing.

Sinabi ni Cacdac na ikinasa ang temporary suspension wpara tiyakin na ligtas ang OFWs sa middle eastern country mula sa pang-aabuso,

Tanging deployment ng first-time domestic helpers ang hindi pinapayagan dahil mas delikado sila na maabuso at mahirapan sa pag-adjust sa bagong kapiligiran.

“Nakikita natin na sila ang pinaka-vulnerable o potential na mahirapan sa adjustment pagdating sa Kuwait kaya pinagkaka-ingatan natin ang kapakanan nila,” paliwanag ni Cacdac.

“Hindi muna natin sila papayagan pumunta sa Kuwait, hangga’t mayroong tayong kasiguraduhan sa maigting pa na proteksyon, mas pinagtitibay pa na mga probisyon ng standard employment contract,” dagdag niya,

Bukod dito, magsasagawa ang DMW ng mas maraming information at orientation campaigns oo seminars, hindi lamang para sa OFWs subalit maging sa employers sa Kuwait. RNT/SA

MANILA, Philippines- Sinabi ng Armed Forces of the Philippines (AFP) nitong Huwebes na nakikinig ito sa ilang local governments na kumokontra sa posibleng pagtatatag ng Enhanced Defense Cooperation Agreement (EDCA) site para sa US troops sa kanilang ga lugar.

“We are actually listening to the statements and sentiment of our local government officials and we can’t afford that these issues will divide us… We need the country to be united especially in the implementation of projects that will strengthen the capability of the Armed Forces or the country to defend itself,” pahayag ni AFP spokesperson Col. Medel Aguilar.

Inanunsyo ng Pilipinas at ng  Estados Unidos nitong nakaraang linggo ang kasunduan na palawigin ang presensya ng American military, na magbibigay sa kanila ng access sa apat na bagong sites sa bansa sa pagtalakay ng dalawang panig sa mga aksyon upang tugunan ang destabilizing activities ng China sa rehiyon, partikular sa in West Philippine Sea.

Hindi pa inaanunsyo ng pamahalaan ang lokasyon ng apat na bagong EDCA sites. Nauna nang sinabi ng defense officials na nauna nang imungkahi ang Zambales, Cagayan, Isabela, at Palawan – na lahat ay nakaharap sa China, Taiwan, at sa Korean Peninsula – bilang karagdagang lokasyon.

Naghayag naman ng reserbasyon ang mga gobernador ng Cagayan at Isabela hinggil sa posibilidad.

Sinabi ng US na naglaan ito ng $82 million, o halos ₱4.492 bilyon para sa proyekto.

Iginiit ni Aguilar na ang pagkakaroon ng karagdagang EDCA sites ay makatutulong sa pagpapaigting ng defense capability sa pamamagitan ng bilateral military training, bukod sa pagpapabuti sa disaster response.

“There are guidelines on how the US forces can access these facilities and permission or authority will be given first by the Philippine government for them to use these,” paliwanag ni Aguilar. “There are restrictions also which are of course guided by our existing laws and constitutional provisions, such as the non-use of nuclear materials that will endanger the lives of our people.”

Sinabi rin niya na magsisimula ang konstruksyon ng karagdagang sites kapag inanunsyo na ang lokasyon ng mga ito. RNT/SA
