3 bagong batas para sa kinabukasan ng kabataan, ikinatuwa ni Angara

MANILA, Philippines – Lubos na ikinatuwa ni Senador Sonny Angara ang pagsasabatas ng ilang panukalang magtataguyod sa kaunlaran ng kabataang Filipino bilang future leaders ng bansa at maging produktibong miyembro ng lipunan.

Sa pahayag, nagpasalamat si Angara sa Pangulo sa pagsasabatas ng kanyang panukala na magpapahalaga sa kakayahan ng kabataan na matagal nang napabayaan.

“We are thankful for the inclusion of initiatives intended for the youth in the list of new laws. Programs for the youth are often neglected in the priorities of government but they deserve more attention since they represent the future of our country,” ayon kay Angara.

Kabilang sa naging batas ang “The National Youth Day (Republic Act 11913)’ at ang “National Music Competitions for Young Artists (Republic Act 11915)” na nag-lapsed into law noong July 30, 2022 habang ang “Summer Youth Camp (Republic Act 11910)” na nag-lapsed into law noong July 28, 2022.

Ideneklara ng RA 11913 ang August 12 kada taon bilang National Youth Day kaugnay sa deklarasyon ng  United Nations na International Youth Day.

Sa ilalim ng panukala, inaatasan ang National Youth Commission, kasama ang Department of Education, Commission on Higher Education, at Technical Education and Skills Development Authority na magsasagawa ng diskusyon hinggil sa career paths, Sustainable Development Goals, preserbasyon ng kapaligiran, gender equality, at mental health sa selebrasyon ng National Youth Day.

Hinikayat din ang lahat ng institusiyong edukasyunal na lumikha ng aktibidad tulad ng   leadership training, youth empowerment, workshops, basic mass integration at community immersion bilang bahagi ng National Youth Day celebration.

Hinihimok din ng batas ang provincial at local youth development offices na maghanda ng taunang programa at magsagawa ng aktibidad na magbibigay  ng holistic   development at pagpapaunlad ng kabataan sa  sa kanin-kanilang komunidad.

Inaatasan ng RA 11915 ang National Music Competitions for Young Artists (NAMCYA) bilang Philippine National Youth Development Program for Music.

“Under the law, NAMCYA will serve as the conduit for the discovery of outstanding musical talents in the country; the development of musicians; the preservation, development and promotion of Philippine music as an artform; and the undertaking of a continuing program of research, documentation and publication of Philippine music for dissemination to schools and the general public,” ayon sa batas.

Pormal na inorganisa ang  NAMCYA noong 1973 sa ilalim ng Presidential Proclamation No. 1173 at inamendahan noong  November 1988 bilang tugon sa pangangailangan na paunlarin at itaguyod ang Philippine music bilang sining at handmaid ng cultural development.

“It holds annual competitions and conducts master classes and workshops on music theory; choral conducting and technique; choral literature and vocal technique; choral writing and arranging, among others,” ayon kay Angara.

Itinakda naman ng RA 11910 ang annual Summer Youth Camps program bilang pamamaraan na ituro ang sense of social responsibility,  patriotism, service to others at leadership sa kabataan.

Inaatasan ang Sangguniang Kabataan (SK) na magplano, magpatupad, magmonitor at suriin ang summer youth camps sa kani-kanilang hurisdiksiyon.

Kasama ang National Youth Commission, kinatawan ng  local educational institutions, at Local Youth Development Office, inatasan ang SKs na gumawa ng modules sa kursong may relastyon sa: issues and current events impacting the youth; communication and team building, conflict management, inclusive environment, leadership, and parliamentary procedures; writing, research, editing, illustration, and publication; public speaking; sports and fitness; mental wellness including youth pregnancy; digital skills development; entrepreneurship and livelihood skills training; at cultural awareness.

“Patuloy natin na isusulong ang mga programa para sa ating mga kabataan. Investing in our youth is critical to the overall growth and development of our country. Conversely, failure to do so will lead to many problems that will negate whatever gains we have already made,” ayon kay Angara. Ernie Reyes
