4 oras na pagtuturo sa public schools inihirit ng teachers’ group sa DepEd

MANILA, Philippines- Nanawagan ang Alliance of Concerned Teachers – Philippines nitong Miyerkules sa Department of Education (DepEd) na bawasan ang workload ng public school teachers at bawasan din ang oras ng pagtuturo sa apat na oras kada araw.

Inilarawan ni ACT Philippines spokesperson Ruby Bernardo ang walang humpay na pagtuturo ng public school educators sa loob ng anim na oras kada araw na “simply inhumane,” at sinabing kailangan pa ng mga guro na gumawa ng ibang trabaho na lampas pa sa anim na oras.

Umpaela siya sa Education department na bigyan ang public school teachers ng mas maraming oras na makapaghanda ng ituturo, makapag-check ng outputs, mag-compute ng grades, at mabantayan ang progress ng kanilang estudyante upang maibigay ang kalidad na edukasyon.

“It is equivalent to 6 to 9 classes handled daily for 40 minutes to one hour class time, depending on the subject taught. Dapat i-konsidera rin na ang mga klaseng ito ay bumibilang mula 45 hanggang 60 estudyante o higit pa. Sobrang piga na sa pagod ang ating mga guro pagkatapos ng maghapon na pagtuturo, at ang nalalabing dalawang oras ng trabaho sa isang araw ay napupunta pa paggawa ng mga reports at non-teaching duties,” sabi ni Bernardo.

Nauna nang naghain ang representative ng party-list na si France Castro, maging sina Reps. Arlene Brosas ng Gabriela at Raoul Manuel ng Kabataan ng House Bill No. 545 na naglalayon na mabigyan ng karagdagang kompensasyon ang public school teachers “after the teacher has completed at least four hours of actual classroom teaching a day.”

Nakasaad sa Magna Carta for School Teachers na ang teaching hours ay anim na oras kada araw.

Iginiit ng ACT argued na ang workload ng public school teachers ay pinakamabigat kung ikukumpara sa workload ng mga guro sa local private schools o public universities, at kanilang counterparts sa ibang bansa. Dahil dito,  sinabi ni Bernardo na nasasakripisyo na ang physical at mental well-being ng mga guro.

“Overworking our teachers is counterproductive to education recovery. We need less teaching and non-teaching load. We need more time to prepare our lessons and fulfill other teaching-related duties to be able to deliver quality teaching,” aniya.

“We need our rightful time to rest. If we want the quality of teaching to improve, we need to reduce to four hours the daily time allotment for actual teaching, while the other four hours should be used for lesson preparations and other teaching-related duties,” dagdag ni Bernardo.

Nakasaad sa Section 13 ng Magna Carta For Public School Teachers na ang mga guro na engaged sa actual classroom instruction “shall not be required to render more than six hours of actual classroom teaching a day, which shall be so scheduled as to give him time for the preparation and correction of exercises and other work incidental to his normal teaching duties.”

Subalit, kung kinakailangan ang kanilang serbisyo, posibleng i-require sa mga guro “to render more than six hours but not exceeding eight hours of actual classroom teaching a day upon payment of additional compensation at the same rate as his regular remuneration plus at least twenty-five per cent of his basic pay.”

Sinabi ni Bernardo na ginagamit ito ng DepEd “to squeeze [them] to the hilt.”

“Instead of easing our workload, the DepEd is wielding the Magna Carta to squeeze us to the hilt. Instead of recognizing the 6-hour rule as the maximum limit, they have deemed it as the teachers’ regular load. It is their way to make it appear that there are excess teachers in some schools that they can transfer to others wherein shortage is really flagrant,” aniya.

Sinabi naman ng tagapagsalita ng DepEd na si Michael Poa na target nila ang pagbawas o pagtanggal sa administrative at special tasks ng mga guro.

Sinabi pa niya na pag-aaralan ng DepEd kung gaano karaming non-teaching personnel wang tatanggapin base sa pagsusuri nila sa dami ng administrative tasks ng mga guro. RNT/SA
