Manila, Philippines – Inaprubahan na kahapon ng mga miyembro ng Bicameral conference committee ang awtomatikong pagbibigay ng 5% national revenue bilang block grant at pag alis sa anti-political dynasty provision sa isinusulong na Bangasamoro Basic Law.
Sa ikalawang araw ng Bicam sinabi ni Senate Majority Leader Juan Miguel Zubiri, na Co-Chariman ng bicameral committee, na kanila nang napagkasunduan ang automatic appropriation para sa Bangsamoro region na gaya ng Internal Revenue Allotment na ibinibigay sa mga local government units.
“We now have automatic appropriation of the block grant. We will keep the block grant similar to the IRA, wherein it is automatically appropriated” paliwanag ni Zubiri kung saan ang Bangsamoro parliament na umano ang sya magbabalangkas ng budget para sa bagong new autonomous region at hindi na kailangan pang i-report ang kanilang plano at programa sa national government gayunpaman magpapatupad pa rin ng measures ang central government para masiguro ang transparency at accountability partikular ang Commission on Audit.
“Previously, there was a reportorial requirement. You have to report the plans and programs first to this intergovernmental body, financial or fiscal body, before the release can actually be made,” giit ni Zubiri.
Samantala, kinumpirma ni House Majority Leader Rodolfo Farinas na tinanggal na ng bicameral committee anti-political dynasty provision sa BBL.
Matatandaan na sa bersyon ng Senado ay tutol ito sa political dynasty kung saan bawal tumakbo sa parehong posisyon ang magkamag anak na hanggang ikalawang civil degree of consanguinity or affinity.
Ani Farinas mismong ang Senate members sa Bicam ang nagtanggal ng probisyon matapos nilang mapansin na saliwa ito sa equal protection clause na ginagarantiya Konstitusyon.
“We did not even object but just called the Senate’s attention to the constitutional infirmity of the prohibition as crafted. The Senate Panel decided to remove it from their bill; hence, there was no conflicting provision that we had to reconcile on the matter. Members of the panel cited the flaws of the provision that violates the equal protection clause of the Constitution as it applies only to a Party Representative (PR) but not to a District Representative (DR) and applies only to elective officials of the proposed region to the exclusion of all other elective officials of the country.
Upang mapabilis ang pagresolba sa ilang isyu ng BBL ay nagdesisyon ang Bicam na bumuo ng ilang subcommittees na syang tututok naman sa conflicting provisions gaya ng powers of the government, taxes and fiscal matters, public order and national security, justice system-Shari’ah, territory, plebiscite at parliament.
Target ng Bicam na tapusin ang kanilang deliberasyon sa BBL sa Miyerkules, July 11.
Raratipikaan naman ito sa umaga ng July 23 sa pagbubukas ng third regular session ng Kongreso at isusumite kay Pangulong Rodrigo Duterte sa araw din na iyon kasabay ng kanyang State of the Nation Address (SONA).
Ang panukalang BBL ay magbibigay daan para ibasura ang ARMM at bubuo ng bagong Autonomous Region of Bangsamoro. (Gail Mendoza)
Nagbigay naman ang Department of Social Welfare and Development ng hiwalay na tulong pinansyal sa mga apektadong residente.
