96% budget utilization rate naabot ng DepEd sa gitna ng pandemya

MANILA, Philippines – Upang makapagbigay pa ng suporta sa field offices at eskuwelahan sa buong bansa, napanatili ng Department of Education (DepEd) ang 96% budget utilization rate (BUR) para sa 2021 sa kabila ng hamon na dala ng Covid-19 pandemic.

“For 2021, we are aiming to maintain 96 percent or even surpass 97 percent for BUR. And I would like to congratulate and thank everyone despite Covid, ‘yung iba pong department nag-stop, or talagang na-suspend but DepEd continues to operate despite 2020 is a Covid year and [in] 2020, we were able to actually implement 96 percent of our total funds,” ayon kay DepEd Undersecretary for Finance Annalyn Sevilla sa idinaos na General Assembly 2021 ng departamento.

Nakapagtala ng 8% increase sa BUR mula 88% noong 2015 at naging 96% noong 2020, sinabi ni Sevilla na ang achievement na ito ay dahil sa “simplification of public financial management processes and decentralization of fund management,” pag-promote sa accountability, transparency, at competency habang ang pondo ay dina-download sa regional, division, at implementing schools.

“Maraming salamat sa mga accountants, budget officers, and of course to our admin and cash officers, tuloy-tuloy po ang ating sweldo, allowances, benefits. At yan po ay kahit ECQ [enhanced community quarantine), MECQ [modified ECQ] ay nakuha po natin. Lahat po tayo yung sweldo naprocess natin. In fact, yung iba na-advance pa nating na-process,” dagdag na pahayag nito.

Idagdag pa rito, in-extend naman ng Mababang Kapulungan ng Kongreso at Senado ang implementation period ng 2021 Maintenance and Other Operating Expenses (MOOE) at capital outlay budget hanggang Disyembre 2022.

Itinaas din ng General Appropriation Act 2022 ang MOOE capitalization threshold mula P15,000 hanggang P50,000 “which will redefine the use of school-MOOE, and benefit the schools as these can now procure higher quality gadgets or equipment needed for the limited face-to-face classes.”

pagtatatag ng technical working groups, institutionalization ng delivery unit Education Program Management Office (EPMO), partnership sa National Commission for Culture and the Arts (NCCA), the National Quincentennial Committee (NQC), National Historical Commission of the Philippines (NHCP), Cultural Center of the Philippines (CCP), rekumendasyon ng new employee uniform, pagsusumite ng PBB 2020, enhancement ng automatic payroll deduction system program, improvements ng GSIS Financial Assistance Loan, at waiver of interest rates.
