Agricultural competitiveness, paiimbestigahan ni Chiz kung suportado ng gobyerno

MANILA, Philippines- Naghain ng isang resolusyon si Senador Chiz Escudero na nananawagan ng imbestigayon sa competitiveness ng agricultural industry upang matukoy kung ano ang naitutulong at dapat pang itulong ng pamahalaan na magpapataas sa kita ng magsasaka habang tinitiyak ang food security ng bansa.

Base sa Senate Resolution No. 55, sinabi ni Escudero na may pangangailangan na tasahin ang kasalukuyang estado ng sektor ng agrikultura na may 23.9% Filipino workforce o mahigit 10.3 milyong manggagawa, upang maiakma sa bagtas at patakaran na magpapatatag at magpapaunlad sa kita ng magsasaka at mangingisda.

Dapat din tasahin upang matiyak na may sapat na pagkain na mabibili at makukuha ang mahihirap at marginalized sector na nagresulta ng diverging kundi man competing, public policy directions.

“Ensuring agricultural competitiveness would require a measured deliberation geared towards determining the most effective government intervention and the most efficient allocation of public funds to achieve the objectives of government,” aniya.

Sinabi ni Escudero na kailangan bisitahin mula ang agriculture-related law tulad ng Republic Act 8178 (Agricultural Tariffication Act) as amended by RA 10848, RA 11203 o ang Rice Tariffication Act, at RA 11598 o ang Cash Assistance for Filipino Farmers Act, na may layunin na matukoy kung nabebenipisyuhan ng batas ang industriya at manggagawa.

Sa nakalipas na maraming taon, natukoy ni Escudero, na tumugon ang mga nakaraang adminstrasyon sa magkakaibang prayoridad sa agrikultura sa pamamagitan ng paggamit ng patakaran na tinutudla ang pagpasok ng pondo sa sektor upang mapaunlad ang produktibidad kasabaya ng pagbawas sa quantitative import restrictions sa propduktong agricultural para maibaba ang presyo ng pagkain.

“Despite financial infusion afforded by agriculture-related interventions, the exposure to global competition has contributed to a significant dependence of the agricultural sector on the international market, not only for foodstuff, but also for agricultural inputs,” ayon kay Escudero.

Idinagdag ni Escudeero na umangkat ang Pilipinas ng halagang US$15.71 billion ng agro-based products noong 2021, pero umabot lamang sa US$6.79 billion ang nailuwas.

“As such, higher agricultural imports relative to exports netted an agricultural trade deficit of US$8.92 billion during the same year, which is about 40% higher than the US$6.37 billion deficit incurred in 2020,” ayon kay Escudero.

Tinukoy din niya ang paulit-ulit na trade deficit particular sa produktong agrikultura na lubhang nakakaapekto sa paglikha ng trabaho, antas ng pasahod at pangmatagalang competitiveness ng sektor ng agricultural at allied industries.

“This adverse effect of import dependence is further aggravated by deep-seated challenges that hinder efforts to realize an inclusive, resilient, sustainable and competitive agricultural sector,” ani Escudero.
