Assessment muna bago ‘state of calamity’ muling sinita ni Digong

MANILA, Philippines – Hangad ni Pangulong Rodrigo Duterte na maitama ang batas na may probisyong nangangailangan muna ng assessment sa disaster areas bago magdeklara ng state of calamity bago ang kanyang huling araw ng panunungkulan.

“I hope we can correct these things before we go out,” ayon kay Pangulong Duterte sa kanyang Talk to the People, Lunes ng gabi.

Tinukoy ni Pangulong Duterte ang Republic Act No. (RA) 10121 o ang Philippine Disaster Risk Reduction and Management Act of 2010.

Nagpahayag ng pagkadismaya sa bagay na naging sagabal o dahilan nang pagka-antala sa government response, sinabi ni Pangulong Duterte na kailangan na i-repeal o mapawalang-bisa ang batas na papayagan ang susunod na administrasyon “to better deal” sa lahat ng uri ng kalamidad.

“We can propose something like this…yung mga corrective measures sa batas . Kasi the next time na wala na tayo, at least yung next administration would be in a position to deal with the problem faster and more sensible,” dagdag na pahayag nito.

Para kay Pangulong Duterte, ang batas ay “really silly”, giit ng Pangulo na tila hindi na naglaan ng oras ang may akda ng batas para mag-isip ng mabuti.

“That provision in the law, it’s really silly. That’s what I call a silly law. I’m not referring to the present Congress, but kung anong Congress ‘yan, hindi talaga pinag-isipan ng husto,” aniya pa rin.

Aniya, ang assessment ng report sa disaster areas ay dumarating matapos na mangyari ang kalamidad.

“It could be a post-disaster that would be done immediately. It would take time, but not a disaster that would…the assessment of which would really depend now on the ability of the Executive Department to release the money immediately,” ayon sa Pangulo.

Inalala ng Pangulo ang kanyang naging karanasan sa bagyong Odette, naging balisa at nagkaroon ng pag-aalinlangan ang pamahalaan bago magdeklara ng state of calamity sa mga typhoon-hit areas.

“Yung assessment of the damage could only be done if given enough time which could not come immediately after the occurrence of the disaster,” anito.

Umaasa naman ang Chief Executive na Duterte na sisimulan ni Senador Christopher “Bong” Go na ma-repeal o mapawalang-bisa ang batas.

“I hope he can initiate the corrective measures that are badly needed to be done for us to comply with our duty commensurate to the time and the damage that is done whether it be a fire, landslide, bagyo, earthquakes. These are the things that need immediate action,” dagdag na pahayag ng Pangulo. Kris Jose
