‘Austerity measures’ binabalangkas ng DBM upang ire-channel ang non-essential budget items sa Bayanihan 3

MANILA, Philippines – Binabalangkas na ng Department of Budget and Management (DBM) ang isang patakarang magbabawas ng paggasta sa non-essential programs upang gawing pondo para sa ayuda.

“We are working out in the executive department an executive order for the observance of austerity measures,” ani Budget Secretary Wendel Avisado.

Plano ni Avisado na austerity measures na naglalayong makakuha ng pondo mula sa national government agencies, government-owned-and-controlled corporations (GOCCs), at mga mula sa Department of Finance (DOF).

“[We’ll] come up with a more determinable amount to match the efforts of Congress because there are varying amounts in so far as the various bills filed currently considered,” saad ng Budget chief.

“We are trying to look out what will be the appropriate or approximate amount that the DOF can raise and those that we can also gather from the available funds of various national government agencies to help finance the Bayanihan 3,” dagdag nito.

Ayon pa kay Avisado na ang pondo para sa ihihaing stimulus package ay kukunin sa maintenance and other operating expenses (MOOE) ng mga ahensya ng gobyerno at GOCCs.

“MOOE budget for travel expenses, seminars, and representations. These are non-essentials anymore and [some] projects that are yet to be implemented,” aniya.

Dagdag nito na hangga’t maaari ay hindi nito gagalawin ang pondo para sa infrastructure projects na makatutulong sa pagbangon ng ekonomiya ng bansa.

Matatandaang sinabi rin ni Avisado na hindi na kaya ng gobyernong mamahagi ng isa pang ayuda. RNT/ELM
