MANILA, Philippines – Ipinanawagan ni Albay Rep. Joey Salceda, chairman ng House Committee on Ways and Means sa Land Transportation Franchising and Regulatory Board (LTFRB) na tiyaking maibabalik na sa kalsada ang lahat ng pampasaherong sasakyan gaya ng ipinangako sa isinagawa ad-hoc committee meeting sa Batasan.

Kasabay nito ay iminungkahi rin ng kongresista na ipamahagi na ang may P68.8 bilyong Katas ng TRAIN sa transport sector upang maibsan ang pasanin ng patuloy na pagtaas sa halaga ng gasolina lalo na sa mga tsuper ng tricycle na nangangailangan ng kagyat na ayuda.

“The LTFRB made the announcement during the hearing that buses should be able to ply the routes they ply, without the COVID restrictions. We are thankful for that, as we requested it of the government last week,” ani Salceda.

Bukod sa mga bus ay iginiit ni Salceda sa LTFRB na sana ay payagan na rin ang mga dyip at tricycle na makabalik na sa normal nilang biyahe.

“It’s essential that we provide adequate public transport options, because private transport is an extremely inefficient use of expensive fuel. Some workers are just forced to ride their own cars due to restrictions on public transport, which no longer make sense given titanic election rallies and other mass gathering events already allowed.”

Sa panukala ng mambabatas ay sinabi niyang dapat magkaroon ng subsidiya ang transport sector mula sa Katas ng Train at Katas ng VAT program na aabot sa P68.8 bilyon.

Kabilang sa mga panukala ng kongresista ang:

1. Monthly lifeline rate and middle class power subsidies worth P29.3 billion

2. Fertilizer subsidies for farmers with farms under 3 hectares, for P20.0 billion

3. Relief programs for Typhoon Odette victims, for P8.0 billion, to complete President Duterte’s P1 billion pledge

4. Social pension increases worth P3.3 billion

5. Fuel subsidies for small fisherfolk, worth P3.2 billion

6. Authorizing the Pantawid Pasada program for drivers, under the 2022 budget’s unprogrammed funds, for P5 billion, including subsidies for tricycle operators and drivers, which Salceda insisted on during the hearing

“We may realize some P75.2 billion in incremental VAT subsidies if prices continue to rise. We could use that to fund the Katas ng TRAIN programs, dagdag pa ng kongresista.

Sinagot din ng ekonomistang mambabatas ang komento ng LTFRB na ang ayuda ay manggaling sa local governments ngunit tinutulan ito ni Salceda dahil ang tricycle aniya ay kabilang sa Pantawid Pasada Program.

“There is no excuse for excluding tricycles in the Pantawid Pasada program.  That is in the budget, and the budget is a law. There is executive discretion, and if implementing the program mandated by the budget is difficult, the executive should find a way to implement the program,” ani Salceda.

Aabot sa may 4 na milyon ang tricycle drivers sa buong bansa na aniya’y “should not be excluded from assistance, just because the government thinks they’re difficult to target. That’s not the fault of the tricycle driver.” Meliza Maluntag
