Bangsamoro peace process suportado ng PBBM admin

MANILA, Philippines – Suportado ng administrasyong Marcos ang Bangsamoro peace process at handang tumulong para iangat ang buhay ng dating Moro Islamic Liberation Front (MILF) combatants at kanilang pamilya at paunlarin ang kanilang lugar sa mapayapa, progresibo at matatag na komunidad.

“Today is another demonstration of this administration’s commitment to taking material steps in ensuring that our countrymen in the Bangsamoro Region have their share of justice, peace, and development,” ayon kay Special Assistant to the President, Secretary Antonio Ernesto F. Lagdameo Jr. sa idinaos na 9th meeting ng Inter-Cabinet Cluster Committee Mechanism on Normalization (ICCMN), araw ng Huwebes, Pebrero 23.

Ang  ICCMN ang kauna-unahang idinaos sa ilalim ng kasalukuyang administrasyon.

Si Lagdameo, co-chair ng ICCMN, nagpahayag na kinikilala rin nila ang pagsisikap ng Normalization Program sa pangangalaga ng kapayapaan at pagpapahusay sa kalidad ng buhay ng mga mamamayang Filipino.

Pinuri naman nito ang pagsisikap ng  ICCMN sa pagpapabilis ng implementasyon ng  Normalization Program.

“I am pleased with the developments of the mainstreaming of former combatants, including the continued disbandment of private armed groups, and transformation of MILF camps. On a larger lens, I note that this is considerable progress towards the planned implementation of the Exit Agreement by 2025,” ayon kay Lagdameo.

Binigyang diin ni Lagdameo na ang pagbibigay ng “sustainable livelihood” sa mga dating combatants ay kabilang sa pangunahing prayoridad ng administrasyong Marcos.

“Furthermore, our administration is fully cognizant of the challenges brought about by our present economic conditions. The pursuit of an economic agenda aimed at inclusivity and sustainable livelihood development, as well as providing former combatants a stable means of reintegration as contributing members of the society, will always remain a top priority,” ayon kay Lagdameo.

Sinabihan din nito ang mga ICCMN member agencies na siguruhin ang resources ng bansa sa kapwa Filipino.

Tinatayang 30 government agencies ang dumalo sa pagpupulong.

Samantala, sinabi naman ni outgoing Presidential Adviser on Peace Reconciliation and Unity at Department of National Defense officer in charge, Undersecretary Carlito Galvez Jr. na ang ICCMN meeting ay sumasalamin sa “collective commitment to the implementation of the Normalization Program in the Bangsamoro” ng gobyerno.

“With the gains we have achieved under the Bangsamoro peace process, there is a need for the ICCMN to sustain the momentum of all its initiatives, and make sure that they are making the greatest impact on the people we are serving – the Bangsamoro people,” ani Galvez.

Nag-ulat naman ang sub-clusters ng ICCMN ng kanilang major accomplishments na nagawa sa ilalim ng iba’t ibang bahagi ng Normalization Program.

Ang sub-clusters ay kinabibilangan ng Security Cluster na pinamumunuan ni Presidential Assistant David B. Diciano;  Socioeconomic Cluster sa pangunguna ni Ariel C. Hernandez; at Confidence-building Measures at Transitional Justice and Reconciliation Clusters na pinamumunuan naman ni Presidential Assistant Wilben M. Mayor.

Ang  ICCMN ay nilikha upang matiyak ang napapanahon, angkop at epektibong implementasyon ng Normalization Program sa ilalim ng Comprehensive Agreement on the Bangsamoro sa pamamagitan ng “close collaboration at greater synergy” sa hanay ng  national line agencies.

Itinatag ito sa pamamagitan ng  Executive Order (EO) 79 na ipinalabas ni dating Pangulong Rodrigo R. Duterte noong Abril 24, 2019.

Upang magpatuloy ang kapakinabangan na nakukuha sa  ICCMN, nagpalabas ang administrasyong Marcos ng  EO 6 noong nakaraang taon.

Tungkulin ng ICCMN na tiyakin ang whole-of-government approach para makalikha ng funding at resources na kailangan para ipatupad ang Normalization Program at baguhin ang buhay ng mga rebelde na maging produktibong miyembro ng lipunan.

Kapwa naman tumatayong co-chair ng ICCMN sina Lagdameo at Galvez.

Samantala, si Acting Presidential Peace Adviser Isidro L. Purisima ang magti-take over ng gampanin ni  Galvez bilang co-chair matapos na ipalabas kamakailan ang appointment nito bilang pinuno ng Office of the Presidential Adviser on Peace, Reconciliation and Unity. Kris Jose
